Here we go again with this message.  We have the first of our seminars after
the break next week, Friday the 21st of September, 3pm in the Milgate Room,
AD Hope.

 

The presenter is: Trung Truong.

 

 

*        The title of the presentation is: "Empowerment in Community-driven
development projects in Vietnam" 

 

*        Abstract: 

 

          Empowerment has become a key indicator of poverty reduction since
the paradigm shift from capital-centered to people-centered development.
Accordingly, effective model for empowerment of the marginalized groups and
communities are of central concern in development. A model which is widely
advocated for promoting empowerment is Community-driven development (CDD).

      This thesis attempts to assess the empowerment effects of a CDD
project on poor people and communities in Central Vietnam. It does so by
examining three empowering elements - people's participation, changed
management rules, and decentralization - in order to identify their
tensions, strengths, weaknesses. Factors affecting these elements are also
discussed. The main argument of the thesis is that: CDD is a potential
empowering mechanism but it is vulnerable to elite capture and is strongly
affected by several contextual factors which are embedded in the economic,
social, and cultural background of local people. In the context of Vietnam,
the effectiveness of CDD as an effective empowering mechanism for poor
people depends on the extent to which the following conditions are met: (1)
an effective and sensitive targeting mechanism is in place; (2)
participation is designed and implemented as politicized process which is
based on the background characteristics of the poor; and (3) an effective
mechanism to hold the local institutions controlling decentralized powers
accountable to the beneficiaries is applied.
