Seminar by Nicole Murphy: 'Owning Aid: Donors, Governments and Power
Lessons from Vietnam'.

Country ownership of aid is now seen as a "cornerstone" of development
policy by major aid donors such as the World Bank, IMF and OECD
governments. But the concept has different meanings for different actors
and is fraught with questions over the power relationships involved in
bringing it into being. How can countries own their development agendas
when donors control the funding, and to a large extent, the ideas?
Vietnam is seen as a successful developing country with a high degree of
ownership and a good relationship with donors. Using case studies from
the education sector, this research will explore the constant
negotiation between donors and government over the limits of ownership.
