TERMS OF REFERENCE

Assignment: Proposal Development

Sector:  Food Security

Potential Donor: EC

Duration: 15 days

Dates:  1-22 April 2008



CARE Timor Leste (CARE TL) seeks a qualified consultant to prepare a  
Food Security Proposal to be submitted to European Commission in May  
2009.  The consultant will be an excellent writer and have food  
security expertise, with experience in Timor Leste and preparing an EC  
submission preferable.  The consultant will prepare the proposal in  
close collaboration with the CARE TL ACD Programs, Health, Food  
Security and Integrated Rural Development Project Managers and project  
teams.



Consultant’s scope of work will include:

§       Coordinating input from key CARE TL staff

§       Liaison with project partners including relevant government  
departments

§       Review of background documentation

§       Preparation of a draft project proposal in line with donor  
requirements



Proposal content will include the following sections:

Situation analysis
Approaches/methodology/strategies and expected results
Factors of sustainability
Partners/partnerships including roles and responsibilities, key  
partnership negotiations and agreements
Logframe including target/beneficiaries group, specific objectives,  
key results (community, institutional capacity, research and learning,  
advocacy/networking), key indicators of success, key assumptions and  
risks
Budget
Other sections of the proposal as required
