Progressio Development Worker
Gender Advocacy Adviser 
Fundasaun Esperansa Enclave Oecussi (FEEO)	
Based in Pantai Makassar, Oecussi, Timor-Leste
Two-year placement
Please note that the selected applicant will be required to take up the
placement by February 2011 at the latest.

Based in Oecussi, and as part of the Raising Women's Voices Project, a
Progressio project co-financed by the European Commission, the Gender
Advocacy Adviser will work in conjunction with Fundasaun Esperansa Enclave
Oecussi (FEEO) in strengthening their economic empowerment programme and
gender mainstreaming. The development worker will work closely with the
partner organisation and community groups and have strong links with the
national umbrella organisation Rede Feto, in Dili, and another Progressio
Gender Advocacy Adviser placed there as part of the same project. The
placement has a clear aim to link national level policy making with
grassroots realities, especially as experienced by poor and marginalised
women and children.

The successful candidate should have a degree or appropriate qualification
in a social sciences subject, or a related area, and education/training in
specific aspects of community development and gender.

You should have at least three years work experience with an NGO in an
advisory support capacity, preferably in a developing country, and in
organisational development with community-based organisations. Demonstrable
experience of working/engaging with local actors; in training/facilitation
methodologies and direct training/mentoring ability, including strong
participatory facilitation skills; in programme development on women's
economic participation; conducting research/analysis and reporting on the
results in jargon free language, and of working in a resource poor
environment, where access to technology is limited is also essential.

You should have an understanding of the mechanisms of advocacy and the
dynamics of coalition and network building; an understanding of the role
that NGOs play in national and community development; skills in strategic
planning and participatory monitoring methods; the ability to assist in the
development of knowledge management systems, and in depth knowledge of
gender and development issues. Excellent interpersonal and communication
skills, including the ability to communicate and work with a wide range of
people in a participatory, respectful, collaborative manner, and to enhance
effective work relationships; good team building skills and a consensus-led
approach to work; maturity and sound political judgement; tact,
determination and a clear and strategic approach to coalition building in a
politicised environment; excellent project management, self-organising, and
prioritising skills; good problem solving skills, and a drive for
innovation, excellence and results; flexibility and the ability to adapt
skills and knowledge to local context; fluency in written and spoken
English; a willingness to travel extensively within Timor-Leste; cultural
sensitivity in a predominantly Catholic setting, and a commitment to learn
Tetum are also essential.
