Dili Dallying: State-Building in the Asia’s youngest country

Abstract

At the stroke of midnight on May 20, 2002, the Democratic Republic of Timor-Leste became the first new nation of the 21st
 century. From that moment, those who fought for independence in the 
jungle and from the soapbox have faced a challenge even bigger than 
shaking off Indonesian occupation: running a country of their own. 

In
 this seminar, SSGM Visiting Fellow Gordon Peake will talk about the 
book that he is writing on Timor-Leste. Blending narrative history, 
travelogue and personal reminiscence based on four years living in the 
country, the book picks up where world attention left off and shows the 
daunting hurdles that the people of Timor-Leste must overcome to build a
 nation from scratch, and how much the international community has to 
learn if it is to help rather than hinder the process.

 

Gordon Peake
 worked in Timor-Leste from 2007-11. He spent three of those years as an
 adviser to the Australian Federal Police and spent the majority of that
 time working in a Timorese government office, getting a real 
on-the-ground sense of how a state is built. Prior to coming to 
Timor-Leste, Gordon taught at Princeton University and worked at a 
think-tank in New York where he co-edited a book about police reform 
projects in the developing world entitled Managing Insecurity: Field Experiences of Security Sector Reform. He blogs on Timor-Leste issues at The Lowy Interpreter.
