inventory of issues and stakeholders of today (2008) that form a pattern
of relations – peaceful or conflictive – within the political and social
landscape of Timor-Leste. On the basis of this information a set of
issues and approaches should be formulated for the study that is implicit
in the name of this paper – a “pre-study”.”<br>
