<P class=MsoNormal>This placement offers an exciting opportunity to participate in addressing citizen participation issues in a post-conflict country, which is currently undergoing a decentralisation process. The Decentralisation and Citizen Engagement Adviser will work alongside the Timor-Leste NGO Forum (FONGTIL), developing and supporting their staff to contribute effectively in addressing citizen participation in local and national decision-making processes in Timor-Leste. The focus of the placement will be on developing the capacity of FONGTIL, and member organisations, in issue identification and advocacy planning in relation to decentralisation, in order to provide a solid foundation for the further development of local-level social audit programmes in Timor-Leste. S/he will also assist FONGTIL in establishing more dynamic information flows between civil society and government. <o:p></o:p></P>
<P class=MsoNormal><o:p> </o:p></P>
<P class=MsoNormal>The successful candidate should have a degree level qualification or equivalent diploma in a relevant discipline, e.g. political science, sociology, and education/training in specific aspects of community development. You should have a minimum of three years’ direct work experience on participatory planning and/or budgeting for local governance with NGOs, local communities and local government units. Experience in training men and women, both formally and informally; initiating legal reforms for increasing citizen involvement in local decision-making; strengthening the interaction between government and civil society within the framework of civic participation; building the capacity of civil society organisations in advocacy and lobbying for changes in policy, and of working in a resource poor environment is essential.<o:p></o:p></P>
<P class=MsoNormal><o:p> </o:p></P>
<P class=MsoNormal>You should have the ability to transfer skills and knowledge through formal or informal training and skill-sharing; an understanding of the importance of good networking and information strategies surrounding citizen involvement in local municipalities; excellent research and analytical skills, including the ability to translate complex (and potentially sensitive) ideas/issues into briefings and presentations for diverse audiences, and the ability to promote a gender sensitive approach in all areas concerning governance. Excellent interpersonal and communication skills; maturity and sound political judgment; good problem solving skills; willingness to travel extensively within Timor-Leste; cultural sensitivity in a predominantly Catholic setting, and commitment to learn Tetum are also essential.<o:p></o:p></P>

The Organisational Development and Communication Adviser will work alongside the Mata Dalan Institute (MDI) and Fundasaun Balos (FB) developing and supporting their staff to contribute effectively to address citizen participation in local and national decision-making processes in Timor-Leste. With both MDI and FB, the focus of the work will be on organisational capacity building, in order to provide a solid foundation for the further development of budget monitoring and social auditing (transparency and accountability in governance) programmes in Timor-Leste at national and local levels. S/he will also assist MDI and FB in building their external communication strategies and practices, in relation to research, analysis and in monitoring findings, as well as increased stakeholder coordination. <o:p></o:p></P>

<P class=MsoNormal>The successful candidate should have a degree or appropriate qualification in development, social sciences or a related field.<o:p></o:p></P>

<P class=MsoNormal>You should have a minimum of five years’ experience in capacity building programmes in a policy or design capacity at community and national levels, and at least three years’ experience in the organisational development of NGOs or community based organisations in an advisory, management and/or support capacity. You should also have proven experience in planning and facilitating training events on organisational development and change; of working with governmental and non-governmental organisations, youth groups and marginalised people; in the formation of volunteer groups and grassroots mobilisation; on communication and representation with a range of people, organisations and cultures, and of working in a resource poor environment.<o:p></o:p></P>

<P class=MsoNormal>Knowledge and understanding of participatory monitoring and evaluation techniques; understanding of the implications of gender inequality when working with issues relating to governance; capacity building techniques and methods, and excellent project management, self-organising, prioritising, research and analytical skills are also essential. You should also have excellent interpersonal and communication skills; maturity and sound political judgement; good problem solving skills, openness to learning; the ability to adapt skills and knowledge to the local context, and an ability to promote a gender sensitive approach in all areas concerning governance and poverty. Commitment to participatory/consultative methods; cultural sensitivity in a predominantly Catholic setting; a commitment to learn Tetum, and a motorcycle driving licence are also essential. <o:p></o:p></P>
