East Timor’s Commission for Reception, Truth and
Reconciliation (CAVR) was the first of its kind in the region and is regarded by
transitional justice expert Priscilla Hayner as one of the top five of the
world’s forty or so truth commissions. This presentation by an insider will
explain why the Commission was established and will describe its mandate,
challenges and outcomes. The presentation will also recount official Timorese
responses, both positive and negative, to the commission’s findings and
speculate on why the East Timorese parliament has not yet debated the CAVR
report or enacted legislation to implement recommendations for a follow-up
Institute of Memory and a program of reparations for civilian
victims.
