<span style="font-size:9.0pt;font-family:"Arial","sans-serif";color:#666666">Timor-Leste has just celebrated 10 years of internationally recognized Independence. It also celebrated 10 years of constitutional., democratic rule. In 2012, presidential and legislative
elections symbolized the normal character of political life (also marked by the departure of the military and civilian mission under the UN aegis), and marked the beginning of a new political cycle. Timor-Leste has now new challenges to its development, amongst
which those relating to the consolidation of Democracy loom high</span><o:p></o:p></p>
<p style="mso-margin-top-alt:7.5pt;margin-right:0cm;margin-bottom:7.5pt;margin-left:0cm;line-height:15.0pt">
<span style="font-size:9.0pt;font-family:"Arial","sans-serif";color:#666666">The challenges to Democratic consolidation can be viewed in conjunction with three main aspects. The first one is the generational renewal, particularly sensitive in a country whose
main leaders were active back in 1974-75. The second consists of enlarging the social basis of Democracy through social and economic policies favouring the growth of well-being. The third one consists of developing new state structures in line with democratic
principles in order to satisfy the decentralized needs of people all over the country. All of these challenges are part of the third post-independence cycle and will mark the remainder of the current decade.</span><o:p></o:p></p>
<p style="mso-margin-top-alt:7.5pt;margin-right:0cm;margin-bottom:7.5pt;margin-left:0cm;line-height:15.0pt">
<span style="font-size:9.0pt;font-family:"Arial","sans-serif";color:#666666">Rui Graça Feijó (D.Phil Oxon, 1984) is currently associate researcher at CES – Centro de Estudos Sociais, University of Coimbra, Portugal, where he conducts two projects on the politics
of Timor-Leste (both sponsored by FCT, the Portuguese agency for science and technology).</span><o:p></o:p></p>
<p style="mso-margin-top-alt:7.5pt;margin-right:0cm;margin-bottom:7.5pt;margin-left:0cm;line-height:15.0pt">
<span style="font-size:9.0pt;font-family:"Arial","sans-serif";color:#666666">Since first coming to Timor in 2004 he has lived in the country for over one year (2005-6), serving as UN advisor to the President of the Republic, and visited the country in many
occasions (2007, 2009, 2011, 2012). He was an international electoral observer in 2007 and 2012.</span><o:p></o:p></p>

affirmation of national identity, the social, political and institutional aspects of timorese elections, the role of semi-presidentialism in the consolidation of democracy, and the influences of the Portuguese legacy upon the definition of the country’s new
institutions</span><o:p></o:p></p>
