Terms of Reference

Background

The Centre for Community Socio-economic and Environmental Development
(CSEED) is a Vietnamese independent non-governmental organization
(NGO), which established under Decision No 77/QD-LHH dated 17 January
2006 by the Vietnam Union of Science and Technology Associations
(VUSTA).

CSEED was formed by the staff of Community Development Department of
CIDSE Vietnam - Coopération Internationale pour le Développement et la
Solidarité - as a part of empowerment and management role hand-over to
Vietnamese NGO after CIDSE's 27 years working in social development in
Vietnam. This is in line with CIDSE's long-term goal to build up local
capacity in managing sustainable development.

The project VC007 “Sustainable food self-sufficiency for the
disadvantaged villages in Lien Son and Lam Son communes, Chi Lang
district, Lang Son province, Vietnam”, financially co-supported by
Entraide et Fraternite (Belgium) and Misereor (Germany), is directly
implemented by local partners under supervision and technical supports
of CSEED on behalf of donors. The key objective of the project is
promoting the food sovereignty of 5 vulnerable villages in Chi Lang
through their self-determination on their most relevant productions
and businesses. To involve local partners (Project Management Board.
Working Team and Village Development Committees) in monitoring and
evaluation of the project, CSEED is seeking a qualified trainer on
Participatory Monitoring and Evaluation.

Job title: Trainer on Monitoring and Evaluation

Objective:

The training course aims to provide to local partners knowledge and
skills on monitoring and evaluation of project activities implemented
by them-selves.

Duration / Place: 4 days at the office of the People Committee of Chi
Lăng district

Required qualifications and responsibilities:

➢	University degree, MA preferable, in one of the following fields:
rural development, rural economics, social sciences…

➢	Excellent skills and experience in monitoring and evaluation of
the development projects, building local capacity, community
development.

➢	Have a good training methodology based on participatory M&E
tools.

➢	Have a good evaluation method for improvement of trainees’
knowledge and skills before and after the training course

➢	Submit to CSEED a short proposal on training and evaluation
methods and approaches/tools to be used; and training documents before
the training course

➢	Submit to CSEED a short evaluation report (8-10 pages) one week
after the course.

local trainers, who will play key roles in technical training courses
on agriculture, silvi-culture…for villagers, CSEED is seeking a
qualified trainer for a course of training of trainers (TOT).

Job title: Specialist in Training of Trainers (TOT)

Objective:

Improving training skills of project local partners, especially of
local technical staff. Expected output is that these trainees will be
able to apply effectively and efficiently training skills and tools to
training courses conducted by themselves for villagers in future.

Duration / Place: 3- 4 days in People Committee of Chi Lăng district

Required qualifications and responsibilities:

➢	University degree, MA preferable, in one of the following fields:
rural development, rural economics, social sciences…

➢	Excellent skills and experience in training of trainers, building
local capacity, community development.

➢	Have a good training methodology based on participatory tools and
on direct experience of trainees

➢	Have a good evaluation method for improvement of trainees’
knowledge and skills before and after the training course

➢	Submit to CSEED a short proposal on training and evaluation
methods and tools to be used; and training documents prepared for
local trainees 3 days before the course.

➢	Submit to CSEED a short evaluation report (8-10 pages) one week
after the course.
