businesses and governments. In the Mekong region, IFC Advisory services are 
delivered primarily through MPDF, a private sector development initiative, whose 
donors are Australia, Canada, the European Union, Finland, IFC, Ireland, Japan, 
New Zealand, the Netherlands, Norway, Sweden, and Switzerland.

IFC’s decade of support in the Mekong for private sector development, good 
governance, and the transition to market economies has accelerated the progress 
of broad-based reforms and private sector growth, and now serves as a basis for 
our third five-year programming phase. In Vietnam, we are growing current 
programs and introducing new project areas that build up local expertise and 
address specific, complex impediments to development. Our Environmental & Social 
Sustainability (ESS) program helps increase enterprise competitiveness through 
improvements in labor standards, working conditions, dispute resolution, and 
environmental regulations compliance.

To help us deliver our growing Environmental & Social Sustainability Program, 
IFC is seeking to fill two positions in Ho Chi Minh City, Vietnam. Both 
positions are for a two (02) year term, renewable based on continued business 
need and strong performance.

Project Officer – Development of training partner
Better Work Vietnam Project
Environmental & Social Sustainability (ESS) program


Better Work is an innovative partnership program between the International 
Labour Organization (ILO) and the IFC. It aims to improve labor standards and 
competitiveness in global supply chains. Better Work involves the development of 
both global tools and country level projects. The focus is on scalable and 
sustainable solutions which build cooperation between government, employer and 
worker organizations, and international buyers.

In Vietnam, Better Work aims to improve conditions for some 150,000 workers in 
the pilot stage and up to 700,000 over five years. The project will initially 
focus on the export apparel sector with a view to replicate in other sectors. 
The project has three components:
(1) Enterprise assessments against (a) the principles of the ILO Declaration 
core international labor standards and Vietnamese labor laws, and (b) quality 
and productivity
(2) Enterprise advisory and training services designed to support practical 
improvements
(3) Stakeholder engagement and sustainability

IFC, through its Environmental and Social Sustainability (ESS) program, is 
seeking a project officer to be part of the BWV team for development and 
implementation of the above-mentioned project.

The successful candidate is expected to significantly contribute to all aspects 
of the training advisory for BWV, including strategy development, project design 
and implementation, selection of training partners & trainers, quality control, 
and monitoring and evaluation.

Candidates should possess the following:

     * Minimum of five years of relevant working experience preferably in senior 
level posts
     * Master’s degree in Social Science/ Business, with demonstrated success in 
training area and project implementation
     * Demonstrated ability to develop and maintain effective trainer networks
     * Excellent communication & negotiation skills appropriate for trainer level
     * Fluency in English and Vietnamese (written and oral)
     * Ability to lead assigned tasks and assume responsibility for output
     * Strong organizational, interpersonal and teamwork skills


Project Officer – Technical Expert
Cleaner Production & Energy Efficiency Project (CPEE)
Environmental & Social Sustainability (ESS) program


The objective of the Vietnam Energy Efficiency & Cleaner Production project is 
to promote investment in CP-EE projects by Vietnamese financial institutions. 
The project will include: i) advisory services and investment services to 
selected financial institutions, ii) technical assistance to develop the 
consultancy market for CP-EE investments, and iii) promotion activities to 
increase awareness among local industries about the need for and benefit of 
equipment/technology/process upgrades to reduce carbon footprints and pollution 
effects.

IFC, through its Environmental and Social Sustainability (ESS) program, is 
seeking a project officer to be part of the EE-CP team for development and 
implementation of the above-mentioned project.

The successful candidate is expected to significantly contribute to all aspects 
of the advisory services and technical assistance for EECP, including strategy 
development, project design and implementation, technical advice (walk-through 
audits) for industry clients, selection of consultants, quality control, and 
monitoring and evaluation.

Candidates should possess the following:

     * At least five years of technical or operational experience in the private 
sector, including a track record of developing, appraising and implementing 
industrial modernization or energy efficiency improvement projects
     * University degree in mechanical engineering, production engineering, or 
electrical engineering from a recognized educational institution
     * Post-graduate degree or qualification in business/economics;  MBA is 
preferred
     * Knowledge of and experience working with financial institutions
     * Results-oriented approach with demonstrated history of accomplishments
     * Ability to communicate technical and financial issues effectively and 
concisely
     * Fluency in English and Vietnamese
