Enclosed are texts of a press release just issued about a
significant program of high-level training in global climate change
processes.

The 'Leadership Institute' will be co-hosted in Hanoi from
23-30 October by the  the Institute for World Economy and Politics
(IWEP/VASS) and George Washington University's Program in International
Studies in Asia (PISA).

Participation is by invitation only; the  participants are mainly
senior Vietnamese officials and academics.

Leadership Institute for Creative Responses to Global Climate Change
(LIGCC)

In recognition of the importance of global climate change for
Vietnam’s future, The Program for International Studies in Asia (PISA)
of the George Washington University (USA) and the Institute of World
Economics and Politics (IWEP) of the Vietnamese Academy of Social
Sciences will co-host a Leadership Institute on Creative Responses to
Global Climate Change (LIGCC) October 22-31, 2008 at the Meliã Hanoi
Hotel.

The interactive training will target senior-level members of Vietnam’s
key ministries and agencies responsible for developing Vietnam’s
national environmental policy (NEP).  Over an eight-day period,
participants will explore a wide range of issues related to global
climate change and its anticipated impact on Vietnam.   International
and local experts in geography, population and migration, human
security, disaster preparedness, media outreach, infrastructure
planning, public health and international governance will address the
attendees.

Canada’s former Ambassador for the Environment Karen Kraft Sloan
underscores the significance of LIGCC: “the institute’s importance
lies in its multi-disciplinary approach to climate change, which will
encourage participants and experts alike to develop practical
solutions from many perspectives for the benefit of the government and
the people of Vietnam.”

The LIGCC will highlight the use of state-of-the-art geospatial
technology tools to anticipate and better plan for the effects of
climate change on Vietnam.  Participants will use GIS software and
explore how best to use this technology for planning purposes.  Dr.
Ryan Engstrom, of the George Washington University’s Department of
Geography says geospatial technology is a significant tool for
anticipating the impact of climate change on the geography of Vietnam:
“ With Vietnam’s long coastline and large number of islands, projected
sea level rise may have a substantial impact on food production and
population distribution in a changing climate.”

The World Wildlife Fund -- WWF Greater Mekong project has organized a
site visit for participants to Xuan Thuy National Park, a UN-certified
(RAMSAR) site in Vietnam's fertile Red River Delta. The visit will
allow participants to assess the wetlands project. More than one
quarter of the park's 12,000 hectares is covered with mangroves that
play a critical role in supporting fish, crustaceans and molluscs. As
these species provide food and livelihoods for the local community,
the site visit will include meetings with local people to learn more
about how the RAMSAR project is impacting their lives.

Dr. Nguyen Xuan Thang, Vice-President of  the Vietnam Academy of
Social Sciences (VASS), emphasizes the need for a multi-disciplinary
approach to considering the impact of climate change in Vietnam. He
and Director Linda Yarr of PISA have developed an innovative training
program that will address the most urgent issues confronting Vietnam.
It is anticipated that the LIGCC in Hanoi will serve as a pilot
program for similar programs in the region.  LIGCC participants will
also have the opportunity for further study at PISA’s Intensive Summer
Institute on Global Climate Change, a month-long program at George
Washington University, Washington, DC in July 2009.

The Ford Foundation’s Hanoi office and the Chino Cienega Foundation in
California, USA, have generously provided support for the LIGCC.  A
number of private sector underwriters and pioneers in green industry
have contributed to launching the LIGCC.  These include the Vietnam
branch of ESRI, a global provider of mapping data and software, and
Spot Image, Inc. (France) and the organization Planet Action.

Khóa học Tiên phong về Ứng phó Sáng tạo với Biến đổi Khí hậu Toàn cầu
(LIGCC)

Nhận thức được tầm quan trọng của biến đổi khí hậu toàn cầu tới tương
lai của Việt Nam, Chương trình Nghiên cứu Quốc tế về châu Á (PISA)
thuộc trường Đại học George Washington và Viện Kinh tế và Chính trị
Thế giới (IWEP) thuộc Viện Khoa học Xã hội Việt Nam đồng tổ chức Khóa
học Tiên phong về Ứng phó Sáng tạo với Biến đổi Khí hậu Toàn cầu
(LIGCC) từ 22 – 31 tháng 10, 2008 tại khách sạn Melia Hanoi.

Khóa học tiên phong sẽ giành cho những các bộ chủ chốt và các chuyên
gia của các cơ quan chịu trách nhiệm hoạch định chính sách môi trường
quốc gia (NEP) của Việt Nam. Trong suốt 8 ngày của khóa học, các học
viên sẽ bàn luận một loạt các vấn đề liên quan tới biến đổi khí hậu
toàn cầu và dự đoán những ảnh hưởng tới Việt Nam. Các chuyên gia quốc
tế và trong nước về địa lý, dân số và di cư, an ninh con người, ứng
phó thiên tai, tiếp cận truyền thông, hoạch định cơ sở hạ tầng, quản
trị quốc tế và sức khỏe cộng đồng sẽ cùng trao đổi cùng các học viên.
Cựu Đại sứ Canada về Môi trường, Karen Kraft Sloan nhấn mạnh về tầm
quan trọng của LIGCC đã nói, “tầm quan trọng của khóa học này nằm ở
khả năng tiếp cận đa ngành của nó tới biến đổi khí hậu, điều này sẽ
tạo hứng thú cho những học viên và các chuyên gia trong việc tìm kiếm
các giải pháp thực tiễn từ nhiều khía cạnh vì lợi ích của chính phủ và
nhân dân Việt Nam.”

Khóa học LIGCC sẽ tập trung hướng dẫn sử dụng các công cụ công nghệ
địa lý hiện đại trong việc dự đoán và lên kế hoạch có hiệu quả cao hơn
về biến đổi khí hậu tại Việt Nam. Các học viên sẽ sử dụng phần mềm GIS
và các sử dụng tốt nhất công nghệ này trong hoạch định chính sách.
Tiến sĩ Ryan Engstrom, thuộc trường Đại học George Washington, Bộ môn
Địa lý xem việc sử dụng công nghệ địa lý như một công cụ hữu ích trong
dự đoán ảnh hưởng của biến đổi khí hậu tới địa lý của Việt Nam: “ Việt
Nam có bờ biển dài và rất nhiều đảo, việc mực nước biển theo dự kiến
sẽ tăng lên có thể có một ảnh hưởng rất lớn tới việc sản xuất lương
thực và phân bổ dân số khi khí hậu biến đổi.”

Dự án tiểu vùng sông Mê công của Quĩ Động vật Hoang dã Thế giới sẽ tổ
chức một chuyến dã ngoại cho các học viên tới Vườn Quốc Gia Xuân Thủy,
một khu RAMSAR nằm tại châu thổ sông Hồng. Chuyến dã ngoại này sẽ giúp
các học viên có cái nhìn tích cực về dự án vùng ngập nước. Trên một
phần tư của tổng diện tích 12000 ha của khu đất ngập nước được bao phủ
bằng cây đước. Việc trồng đước có một vai trò quan trọng trong việc
thúc đẩy sự đa dạng hóa các loài thủy sản như cá, các loài giáp xác và
động vật thân mềm. Do những loài động vật này cung cấp thực phẩm và kế
sinh nhai cho cộng đồng địa phương, chuyến đi dã ngoại sẽ bao gồm các
cuộc gặp mặt với những người địa phương để có thể hiểu được một dự án
RAMSAR có ảnh hưởng tới cuộc sống của họ như thế nào.

TS Nguyễn Xuân Thắng, Phó Chủ tịch Viện Khoa học Xã hội Việt Nam
(VASS), nhấn mạnh tới sự cần thiết của định hướng đa ngành trong việc
đánh giá ảnh hưởng của biến đổi khí hậu tại Việt Nam. TS. Bùi Trường
Giang, Phó Giám đốc, CISS-IWEP và bà Linda J. Yarr, Chủ tịch PISA đã
xây dựng một chương trình học sáng tạo sẽ đề cập tới những vấn đề cấp
thiết nhất mà Việt Nam đang phải đối mặt. Có thể thấy được khóa học
LIGCC tại Hà nội sẽ được xem là một khóa học tiên phong trong khu vực.
Các học viên của LIGCC cũng sẽ có cơ hội tiếp tục tham dự khóa học mùa
hè tại PISA về Biến đổi Khí hậu Toàn cầu, một khóa học 1 tháng tại
Trường Đại học George Washington, tại Washington, DC vào tháng 7,
2009.

Quỹ Ford, Quỹ Hanoi và Chino Cienega California đã tài trợ cho khóa
học LIGCC. Các nhà hảo tâm tư nhân và tình nguyện viên trong ngành
công nghiệp xanh, công ty ESRI, Vietnam, Spot Image, Inc. và tổ chức
Planet Action cũng đã góp phần trong việc khai mạc khóa học LIGCC.
