NGO RC network and opportunity list. We would like to have consulatncy
service to evaluate the Project of Women’s Rights funded by Irish Aid.

*TERMS OF REFERENCE***
*Position: External evaluators for IrishAid project*
*1. **Background*
Founded in the United Kingdom in 1972, AAI is a secular and non
political organisation working with over nine million of the poorest
people majority of them living in the developing world. ActionAid
International works with 14 million poor and excluded people in 47
countries in Africa, Asia and the Americas to support them in securing
their rights and eradicating poverty. It is committed to improving the
quality of life of the poorest and the most excluded people so that they
can live a life of dignity.
Working towards this direction, since 1989, ActionAid International
Vietnam (AAV) has been operating in nineteen provinces in mountainous
and remote regions across Vietnam. AAV works in partnership with local
partners in provinces and district levels
Women's Rights (WR's) Theme plays an important role in the
organisation's strategy. Women’s Right theme’s mission is to empower the
women and girls to ensure their social positions in the society and
enjoy fundamental human rights.Under Women’s Right theme, ” Combating
Gender inequality through women empowerment” project is financed by
Irish Government in order to reduce the number of women suffering from
violence through series of interventions, capcity building, women
empowerment, and policy advocacy. The project has been implemented from
June 2006 to June 2009 in 6 districts located in 6 provinces: Hai
Phong, Cao Bang, Dien Bien, Go Vap, Lai Chau and Dien Bien, to address
issues of domestic violence against women, violence against girls in
school, trafficking on women and children and promoting women in
politics. This three year project will come to an end by June 2009,
followed by external evaluation process to measure the impact of change
from June 2006 to June 2009.
*1. **Objectives of the external evaluation*
- To measure the impact of the project in communities which are
affected by project activities
- To make recommendations for the next phase of project
*2. **Main tasks of team of external evaluators*
- To develop a package of documentation necessary for evaluation,
with participatory tools
- To lead comprehensive external evaluation field trips in some
selected projected sites of IrishAId project
- To compose evaluation report including practical findings and
useful recommendations for the next phase of project**
- To measure how Human-right based approach is mainstreamed in all
project activities and how it changes people’s lives**
*3. Methodology***
- Participatory evaluation methods which encourages the active
participation of the local people
*4. Timing and locations*
- Field trips: mid of June 09 mid of July 09
- Report: mid of July 09 to end of July 09
- Locations: One of the three moutainous areas: Cao Bang, Lai Chau
or Dien Bien; One central highland district: Dak Lak; one Northern city:
Hai Phong; and one Southern city: Go Vap
*5. Requirements of a team of external evaluator(s)*
· Professional qualifications:
- A team of 3 persons, specialised in evaluation, gender issues
and right-based approach accordingly
- University degree in relevant field, master degree is preferable
- At least 7 years working in the development areas
- Expertise in Gender related issues
- Familiar with participatory methodologies in evaluation
- Knowledge about Human-righs based approach will be an advantage
- Familiar to work with the local people and have understanding
on the community level
*6. Responsibilities of AAV*
· Provide neccesary documentation for evaluation
· Provide expertise and technical support if required
· Administration support
*7. Responsibilities of external evaluator(s)*
· Complete the proposed tasks as per Article 1 and meet
qualification as per article 6
· Strictly follow the TOR
· Abide by AAV’s rules and expected standards of behaviour.

- Negotiable depending on the experience of the evaluators

1.1. Proposed methodology, proposals for document analysis,
qualitative and quantitative data collection and analysis, stakeholder
participation, building consensus, feedback and reporting.
1.2. Evaluation work plan, showing tasks, timelines and allocation of
work to team members
1.3. CV of all evaluation team members, highlighting experience
relevant to this evaluation.
1.4. Company/organization profile, as relevant to the evaluation
1.5. Contact details of at least two references from among recent
employers or clients
1.6. A sample report from a prior consultancy assignment with content
directly relevant to the evaluation.

In calculating fees, the proposal submitter should bear in mind that AAV
would arrange the travel cost and accommodation during the field trips
and that the financial bids will be agreed with the evaluation team
during negotiations based on the work calendar.
Proposals MUST be received at the above address by latest 17:00 hours on
22 May 2009.
Proposals received after the stipulated time will be INVALIDATED.
