Support for Effective Policy Making Through the Development of Scientific
Evidence Based Research

Viet Nam has made impressive socio-economic achievements since the launch of the
Doi Moi reform process in 1986. Viet Nam’s growth has led to significant
advances in human development however poverty remains a reality for many people.
Viet Nam’s rapidly evolving socio-economic context also entails huge challenges
for policy makers who are required to respond to increasingly complex demands.
As part of the support to the policy development process, UNDP Viet Nam would
like to bridge the gap between research evidence and policy formulation. UNDP is
seeking to source high-level expertise in the field of evidence based policy
advocacy and development in order to conduct studies, assessments, research, and
capacity development and establish a Long Term Agreement for the period July
2008 – June 2011.
Expected services are (though not limited to):
1. Implementation of in depth assessments and research regarding the ways
evidence based research informs and influences current policy making processes
2. Implementation of capacity needs assessments regarding evidence based
policy development based on comparable relevant international experiences
3. Capacity development strategy formulation
4. Provision of advisory services regarding the development of appropriate
and applicable policy focused communication tools to help researchers promote
their findings in different contexts
5. Implementation of capacity development measures for UNDP staff as well as
national counterparts
6. Production of working papers, briefs and discussion notes regarding
evidence based policy development in Viet Nam
7. Provision of advisory services and strategic advice to UNDP and
government counterpart institutions regarding evidence based related activities

Objectives and Scope
Viet Nam has made impressive socio-economic achievements since the
launch of the Doi
Moi reform process in 1986. Poverty has been substantially reduced, wide
ranging institutional
reform has been implemented, living standards have improved and notable
progress
towards the Millennium Development Goals has been achieved. While Viet Nam’s
growth has
led to significant advances in human development however, poverty remains
a reality for
many people and inequality is increasing. Viet Nam’s rapidly evolving
socio-economic
context also entails huge challenges for policy makers who are required
to respond to
increasingly complex demands. International integration requires working with
multiple
stakeholders, managing cross regional/sectoral concerns and responding to the
needs of a
market economy. Responsive policies are required to not only enable
Viet Nam to
continue growing within this environment, but to address the
consequences of the
economic reform process, particularly with regards to social inequalities.
The Government of Viet Nam places high priority on developing scientific and
technological
institutions in order to meet the demands of this new policy
environment. It is understood
that systematic, scientific research in economic, political and social spheres
is required to
enable policy makers to understand the impact of international
integration, assess
development trends and ultimately provide appropriate policy
responses. While social
science research institutes in Viet Nam play an important role in
assisting lawmakers and
policy makers with policy-oriented research and advice however, overall capacity
to manage
and link complex research to policy is constrained.
As part of the support to the policy development process, UNDP Viet
Nam would like to
bridge the gap between research evidence and policy formulation.
UNDP is seeking to
source high-level expertise in the field of evidence based policy
advocacy and

Expected Procurement Components
National and international consultancy firms/consortia, freelance consultants,
and research
institutions are expected to provide high quality and timely advisory
assistance/technical
support in the following areas:
1. Implementation of in depth assessments and research regarding the ways evidence
based research informs and influences current policy making processes
2. Implementation of capacity needs assessments regarding evidence based
policydevelopment based on comparable relevant international
experiences
3. Capacity development strategy formulation
4. Provision of advisory services regarding the development of
appropriate and
applicable policy focused communication tools to help researchers promote
their
findings in different contexts
5. Implementation of capacity development measures for UNDP staff as well
as national counterparts

individual consultants to enable a full range of expertise to be proposed. If
it is the case, please
provide the below required information of your firm and also that of your
associated
firms/consultants.
In order to be considered as a potential supplier, interested institutions

Expression of Interest (max 10 pages) with the following

This call for Expressions of Interest does not constitute a
solicitation. UNDP reserves the

to a call for EOI
