Recruitment of an International Technical Advisor

Mekong Economics is a leading economic consulting company in the
Greater Mekong sub-region (which includes Vietnam, Lao PDR, Cambodia,
Thailand, Myanmar and the People’s Republic of China). MKE has a truly
regional presence with Representative Offices in Hanoi (Vietnam) and
Phnom Penh (Cambodia) and Representative Associates in the Lao PDR,
Timor-Leste and Myanmar.

MKE specializes in providing services to international development
agencies, non-government organizations and corporate clients. MKE has
successfully implemented projects for the World Bank, ADB, DANIDA,
SIDA, AusAID, UNDP, UNOPS, DFID and GTZ. During 2003-2006, MKE won and
implemented over 80 consulting projects throughout the GMS region.

Mekong Economics is now seeking for an international technical Advisor
for the survey of adolescent and youths (SVCY) which focuses on
in-house youth.

The main objectives of SVCY (are 1) to sketch out a picture of
vulnerabilities of all children and youth (age 9 to 25) in Vietnam; 2)
to identify key determinants of vulnerabilities at invidual,
household/family, and community levels; and 3) to propose a strategy
and policy recommendations to prevent and protect children and youth
from being vulnerable.

The International Consultant is requested to work with a core research
team of (about 4 to 5) national consultants for the whole duration of
the assignment and a survey team during the survey period. The
international consultant is requested to work closely with Ministry of
Labor and Social Affairs (MOLISA). MOLISA has responsibility to hire
national consultants and the survey team.

A Technical Advisory Committee (TAC) is formed to assist the
international consultant and the study team. The international
consultant and the study team are requested to make use of this
resource during the study.

The international consultant and the Study team are requested to
finalize the proposal with greater details compared with the
preliminary proposal including the study design and approach and then
moving the survey stage. A review and some materials on
vulnerabilities of children and youths in Vietnam are also available
to the international consultant and the study team for reference. The
international consultant is required to use both qualitative and
quantitative methods given the complexity of the study issues.

The project is expected to start from September 2008 till the end of
2009. The consultant is not required to stay in Vietnam during the
whole period. Core team designs the survey and presents it to
Management Board; Most of the field interviews will be implemented by
the survey team under the lead and supervision of the core team. The
international consultant takes responsibility to guide and provide
technical supports to the core team during the survey period.
