Technical Assistance Program for Vietnam

   We are looking for a team of experts for a EC project in Vietnam
entitled "*Final Evaluation Mission on European Technical Assistance
Programme for Vietnam ASIE/2002/2472*". Thereby, we would be grateful if
you could disseminate the ToR within your network.

    The evaluation team will be composed of  2 experts with the following
profiles and qualifications:

*Expert 1: Team leader (Category II)*


·           Primary university degree or higher in economics or
international public/business administration/management or related
discipline.

·           A solid and diversified experience in public financial
management (PFM), fiscal transition and economic development issues.
Experience in fiscal policy, taxation and state budget management in a
development context, preferably with emphasis on transition economies.
Knowledge of public sector management systems and change management
would be a strong asset.

·           Knowledge of Information and Communication Technology systems.

·           Knowledge of the Vietnamese planning systems and statistical
systems and related legislation

·           Minimum of 10 years relevant professional experience
relevant to the assignment. Experience in Asian countries is
advantageous. Good knowledge of the Vietnamese economy, public financial
management in a transition economy, legal reform and local economic
development in Vietnam would be a strong asset.

·           Good coordination and communication skills.

·           Extensive experience in the delivery of capacity-building
related technical assistance programmes, in particular the provision to
public authorities.

·           Fully conversant with the principles and working methods of
Project Cycle Management and the Logical Framework. Previous experience
with EU-funded projects is considered an asset, as is previous
experience of leading a team of experts.

·           Previous experience in monitoring and/or evaluation is a must.

·           Experience of dealing at a senior level with governmental or
private sector institutions.

·           Work experience in fiscal transition area in the region or
in Vietnam would be considered an asset.

·           Excellent command of both oral and written English.



*Expert 2 (Category III)*

·           Primary university degree or higher in sciences,
engineering, economics, business administration or related discipline.

·           A solid experience in the standards, conformity assessment,
alignment to international standards, including food standards (notably
fish) and their enforcement as well as metrology, quality testing
process, certification and accreditation system.

·           Minimum of 5 years relevant professional experience relevant
to the assignment. Work experience in Europe and several developing
countries needed. Experience in monitoring and evaluation of projects is
a strong asset.

·           Good coordination and communication skills.

·           Experience in the delivery of capacity-building related
technical assistance programmes.

·           Fully conversant with the principles and working methods of
Project Cycle Management and the Logical Framework. Previous experience
with EU-funded projects is considered an asset.

·           Experience of dealing at a senior level with governmental or
private sector institutions.

·           Excellent command of English (oral and written).

·           Excellent command of Vietnamese would be an asset.


*Additional Team requirements*



The team will operate under the direct supervision of the Team Leader,
who will be directly responsible to the EC Delegation for the overall
quality and consistency of reports and documents produced by the team.
The experts must have sound communication skills and be capable of
working as a team. Each must have excellent writing and editing skills
and be able to produce high quality reports rapidly. The team must be
able to work independently in terms of computer and office facilities.
The team will at all times demonstrate due sensitivity and respect
concerning Vietnamese economy, culture and customs.



The composition of the team of experts should be balanced to enable
complete coverage of the different aspects of project evaluation
(evaluation methods and techniques) as set out in these terms of reference.
The EC Delegation reserves the right to request the replacement of any
expert who is not performing adequately.
