Legal Regulatory Reform, Infrastructure Finance, Local Governance, and Senior 
communications Experts

Chemonics International, a global development firm based in Washington, DC, 
seeks project staff and technical experts for an anticipated USAID-funded 
project to support Vietnam’s economic growth and competitiveness. Project 
activities will facilitate policy and regulatory reform and support business 
climate improvements at the national and sub-national levels.

We are searching for candidates with the following qualifications:
- Minimum three years of experience in a similar position of responsibility and 
proven ability to carry out technical and/or managerial aspects of development 
projects
- Experience working with USAID-funded or other donor funded economic growth 
projects in Vietnam or neighboring countries
- Demonstrated experience in assisting national or sub-national governments 
identify and remove policy and regulatory constraints to private sector 
development, including:
o Improvement of government processes leading to increased economic activity,
o Investment and business climate reform,
o Subnational / municipal finance,
o Business-to-government processes, and
o Administrative reform.
- Demonstrated measurable results from previous assignments, with indicators 
such as reforms achieved, increased investment, and improved government management.
- Ability to interact effectively and communicate with a broad range of national 
and provincial government officials, international donors, business owners, and 
other key stakeholders.
- Demonstrated managerial, administrative, and/ or reporting skills.
- Advanced degree in economics, law, public policy, public administration, 
business administration, or other relevant field.
- Fluent in English and Vietnamese.
