is expected to perform tasks defined in the Terms of Reference.

TERMS OF REFERENCE
An Intern for Developing  a Data Base of Project Documents and Articles

WORK SPECIFICATIONS
Description: The intern position creates and manages  a data-base of
documents.    There are three steps.   The first involves putting
basic bibliographical information about documents. (about
200) into a data base or spreadsheet.   In the second we will
add content to each record from reading  and analyzing the
documents.   A relational data-base will be created (probably
MS Access) to contain this information.   In the third we will
transform all project documents into standard format which
will allow for content analysis by qualitative analysis software
tools (Nvivo).    The second and third can be done at the same
time.
Duration: Part-time position. (20 hrs /week minimum).     The intern can
work for one, two, or three phases.
Skills: The position would be ideal for someone with information
technology background and interested in development issues.
It will build skill around data-base management, and steps 2
and 3 will build knowledge of development issues.
Reporting to: The intern will report to the Policy Advisor—Local
Governance, and the research assistant for the policy team.

BACKGROUND INFORMATION
Helping the government to develop and use quality information throughout the 
spectrum
of public administration is consistent with donor and government commitments in 
the Ha
Noi Core statement.   Helping build a Public Administration committed to evidential
decision making is a opportunity for the UNDP.   Government commitment to
decentralization highlights the need for information below the provincial level. 

Donors have contributed to creating and using of evidential material within public
administration at the local level through such projects as RIDEF (UNDP), VDP 
(GTZ), and
the currently running Chia Se (SIDA) and CBRIP (WB).    In recent years donors 
have also

shifted toward improving government process through projects directly focused on
planning and budgeting at provincial level (SLGP—UNDP; PPR—BTC, etc.).
Government implementation of directly funded project (P135, the NTPs) and the 
future
management of decentralization would benefit from a  review of past and current 
practice
in local planning.   Consistent with the Ha Noi Core Statement (and the Paris 
Declaration)
this research should be conducted with partners to build sustainable capacity in 
public
administration research and facilitate evidence-based policy advice.
A multi-year multi-phase program of research is being performed by UNDP and 
funded by
the Spanish Agency for Cooperation  (AECID):
1. Phase I:     Desk Review of past and current project work in decentralized 
planning.
2. Phase II:   Field Research, by multiple teams,  based on the desk review,
OBJECTIVES OF THE INTERN’S WORK
The intern’s work (all three steps)  is part of  Phase I.   He/she will help the 
policy advisor
create a data base that can be used to summarize and analyze documentation from 
past
work.    The intern is to create a data-base of documents.  There are three 
steps to the work:
1. develop a data base of documents.   This will involve putting basic 
bibliographical
information about documents. (about 200) into a data base or spreadsheet.
2. add content to each record from reading  and analyzing the documents.   A 
relational
data-base will be created (probably MS Access) to contain this information.
3. transform all project documents into standard format which will allow for 
content
analysis by qualitative analysis software tools (Nvivo).
DURATION:
The first is likely a month, the second 3 months.  And the third will take 
around 6 months
and can done at the same time as the second.     The intern can, depending  on 
skills, do the
first, second or all steps.
A highly skilled and motivated intern could stay on and  help manage the data 
coming from
field research.
