The Project “MARD Macro Management – Support to the Public Administration Reform 
programme in the Ministry of Agriculture and Rural Development” is looking for 
qualified candidates for the positions of one International M& E Consultant (2 
months), and one National M& E Consultant (6 months).

This project aims at facilitating the ongoing reform process to strengthen the 
capacities of MARD for policy formulation and the management of public service 
delivery. The ultimate objective of the project is to ensure sustainable 
agricultural and rural development in the context of Viet Nam’s integration with 
the global economy. The Project is implemented for 54 months, starting from 1 
September 2007 and anticipated to end by February 2012.

A team of consultants is to be mobilized to assist in developing and putting 
into full operation an M&E system for public administration reform in MARD.

Attached are the Terms of Reference.
