UNDP Vietnam is looking for a qualified candidate for the position of
International Joint Senior Technical Advisor (STA) – Parliamentary Development
Portfolio.
Since the mid-1990s, UNDP has been supporting the National Assembly (NA) and
Provincial People's Councils (PCs.). The focus is now on sharing knowledge and
networking for improved parliamentary practices; enhancing the capacities of
deputies, especially women and those new to the post. This includes ongoing work
with the Office of the National Assembly (ONA) and the National Assembly’s
Committee for Finance and Budget Affairs (CFBA.) Key groups of interventions
include:
• Improving training and learning opportunities in response to the specific
needs of Deputies to the National Assembly and People’s Councils;
• Strengthening capacities for legislative research and appraisal and effective
oversight by selected committees of the National Assembly;
• Strengthening capacities of People’s Councils to perform the duties entrusted
to them as part of the ongoing decentralization process; and
• Establishing a partnership mechanism for enhanced policy dialogue and resource
coordination with the National Assembly and People’s Councils.
Under the guidance and supervision of the UNDP’s Head of Governance Cluster and
the National Project Directors and/or their Deputies; closely working with the
Project Managers and the UNDP Programme Officer, the Joint Senior Technical
Advisor will
• Provide policy and technical advice to the ONA and CFBA in pursuance of the
project objectives (up to 60% of the work)
• Lead the technical coordination between UNDP-funded projects with the NA in
achieving Parliamentary Development program’s outcomes and outputs (at least 40%
of the work)
