The National Assembly (NA) and People's Councils (PCs) are people's elected 
bodies representing people's power at central and local levels. The amendments 
of the Constitution and Law on State Budget assigns the NA, among others, to 
decide on the State Budget and appropriation of the central budget, approve the 
final account settlement. Provincial PCs have similar mandates at the local 
levels. In the recent time, changes in the Law system like the Constitutional 
amendments, Law on State Budget, Ordinance on estimation, examination and 
decision of State Budget have expressed clearly the reforming directives to 
improve capacities and enhance effectiveness and efficiency of NA agencies and PCs.

 From April 2003 – April 2008, a project to support the budgetary process and 
oversight capacity of the National Assembly and Provincial People's Councils was 
implemented. Building on the successes and lessons learnt, a follow up project 
on "Strengthening the Capacities for Budgetary Decision and Oversight of 
People’s Elected Bodies in Vietnam: Phase II” has been designed and will be 
launched in July 2009 with a duration of five years.  The ultimate objective of 
the Project is to enhance the capacity of People’s elected bodies in budget 
decision and oversight.

The PMU is seeking a short-term Technical Consultant who would bring an 
independent view and provide substantive inputs to assist the Project in 
achieving set targets and outcomes.
