Request For Proposal from Consulting Firms - Research Paper - Topic 16

Project “Support for the Formulation of Socio-Economic Development Strategy
(SEDS) 2011-2020” funded by UNDP starts in July 2008 with an aim to support the
Government of Viet Nam to formulate an evidence-based ten-year development
strategy through a broadly participatory and consultative process. The project
will provide assistance directly to the Ministry of Planning and Investment
(MPI)/Development Strategy Institute (DSI) to deliver two outputs: (1) SEDS
2011-2020 developed based on sound evidence and best international experience
and knowledge; (2) SEDS 2011-2020 formulated in a participatory and consultative
manner.
The project will provide technical assistance to the Drafting Team -- and hence
the Sub-Committee for the formulation of SEDS - to (i) analyse and assess the
development situation of the country comprehensively and (ii) propose to the Sub
Committee strategic development directions and options for the nation for the
next ten years.
The project plans to conduct a number of studies in 2009. One of the planned
studies is a research paper (with its presentation to the Sub-Committee’s SEDS
2011-2020 Drafting Team) researching on “Pivotal Economic Regions and Spatial
Development: What can Viet Nam Learn from International Experiences?”. The
project is seeking international expertise to undertake the research work.
The first call for Expression of Interest was published on local newspapers in
Vietnam (on Vietnam News on 18-19 & 22 December 2008 and on Lao Dong Newspaper
on 17, 18 & 19 December 2008) and posted on UN, UNDP Vietnam and UN Global
Marketplace websites. To attract more research institutions to collaborate with
DSI and the Drafting Team in producing the research paper, the project invites
research institutions to submit in English a proposal for services in respect of
the above mentioned research paper.
