From: Stephen Berlinguette <sfberlinguette at yahoo.com>
After a year in property investment consulting in Hanoi, I am eager to
return to technical assistance work in Vietnam. My background is
diverse, with experience in the private sector, government, and in the
international agency sector. My objective is a consultancy with focus
on trade capacity building and private sector development in Vietnam,
Cambodia, or Laos.
Among my most rewarding professional accomplishments is the successful
building of U.S. Government trade-related technical cooperation
programs with the ASEAN Consultative Committee on Standards and
Quality (ACCSQ), as an International Trade Specialist with the
Department of Commerce. In directing this endeavor, I expanded
dialogue by securing funding for and executing technical assistance
programs, organizing demand-driven industry-specific seminars, and
facilitating forums for technical discussions between ASEAN and U.S.
partners. The result was a robust program that quickly extended to and
reinforced other policy areas.
Having worked in a variety of positions in Vietnam over the past six
years, I have a strong foundation in enterprise development and
enabling environment as relates to economic growth and poverty
reduction. For a project with UNDP Vietnam, for example, I researched
the regulatory environment in nine provinces with reference to the
nascent private sector outside of the country’s key economic centers.
My final report illuminated the advantages of a highly consultative
policy process, and was consistent with the technical foundations of
the Provincial Competitiveness Index (PCI), the eventual project to
which my research was a precursor.
Finally, I would also bring strong management and human resource
development skills to a position in Vietnam. As Associate Director of
Research for Savills Vietnam, I managed fifteen Vietnamese staff and
built performance-based team metrics in market analysis, client
interfacing, and report research and writing. This effort fell under a
department restructuring that I led, and the result was a team that
increasingly managed itself, provided improved quality products, and
took ownership over the company’s business relationships.
Thank you very much in advance for your consideration.
