2010-2011 Hubert H. Humphrey Fellowship Program Announcement

The United States Mission in Vietnam is pleased to announce the
2010-2011 competition for the Hubert H. Humphrey Fellowship Program.
The Humphrey Fellowship Program is a one-year, non-degree, full
scholarship program offered to promising mid-career professionals who
have a proven track record of leadership, and a strong public service
commitment. Participants in the program spend one year at a leading
U.S. university working in  their self-designed program of independent
study, and participate in professional affiliations off-campus, field
trips, special workshops and seminars in their field of study. Fellows
are selected on their potential for national leadership and commitment
to public service in either the public or private sector.

Eligible Fields:

The 2010-2011 Hubert H. Humphrey Fellowship Program is seeking
qualified Vietnamese candidates in the following fields:

➢	Agricultural and Rural Development;

➢	Communications/Journalism;

➢	Substance Abuse Education, Treatment and Prevention - Candidates
in this field will be ranked together with candidates in other fields,
but must also complete a supplementary field-specific application
page;

➢	Economic development;

➢	Finance and Banking;

➢	Educational Administration, Planning and Policy;

➢	HIV/AIDS Policy and Prevention;

➢	Human Resource Management;

➢	Law and Human Rights;

➢	Natural Resources/Environmental Policy/Climate Change;

➢	Public Health Policy and Management;

➢	Public Policy Analysis and Public Administration;

➢	Teaching of English as a foreign language (Teacher Training or
Curriculum Development);

➢	Technology Policy and Management;

➢	Trafficking in Persons, Policy and Prevention;

➢	Urban and Regional Planning

Requirements for Applicants:

To be eligible for a Humphrey Fellowship, applicants must be between
the ages of 28 and 45 and have:

➢	a  university degree;

➢	at least five years of substantial professional experience prior
to August 2010;

➢	limited or no prior experience in the United States;

➢	demonstrated leadership qualities and a record of public service;

➢	strong English skills with a minimum paper-based TOEFL score of
525 or iBT TOEFL score of 71. An Institutional TOEFL test will be
organized for eligible candidates.

Recent university graduates, university teachers with no management
responsibilities, individuals who have attended a graduate school in
the United States one academic year or more during the seven years
prior to August 2010, and individuals who have spent more than six
months during the five years prior to August 2010 in the United States
are not eligible to apply.

Financial Provisions:

The Humphrey Fellowship provides for:

➢	international travel;

➢	tuition and university fees;

➢	accident/sickness insurance;

➢	monthly maintenance allowance; and

➢	funds for books and professional activities.

The Humphrey Program does not provide financial support for
accompanying dependents.

The deadline for applications to be received by the U.S. Embassy in
Hanoi is 17:00 Monday, August 3, 2009.  Applications from Quang Tri
Province to the north should be sent to the Public Affairs Section,
U.S. Embassy Hanoi, 7 Lang Ha St., Hanoi.  Applications from Thua
Thien-Hue Province to the south should be sent to the Public Affairs
Section, U.S. Consulate General, 9th Floor, Saigon Center Building, 65
Le Loi St., District 1, Ho Chi Minh City.

An information session in Hanoi will be held on May 15, 2009 at 2:00
PM at the Multi-purpose Room on the 1st Floor, Rose Garden Tower, 170
Ngoc Khanh St., Hanoi.  In Ho Chi Minh City, the information session
will be held on May 15, 2009 at 2:00 PM at the Public Affairs Office
on the 9th Floor, Saigon Center Building, 65 Le Loi St., Ho Chi Minh

Chương trình Học bổng Hubert Humphrey 2010-2011

Phái đoàn Ngoại giao Hoa Kỳ xin hân hạnh thông báo về chương trình học
bổng Hubert Humphrey niên học 2010-2011.  Ðây là chương trình học tập,
nghiên cứu trong một năm, không cấp bằng, dành cho những cán bộ trẻ,
cấp trung, có triển vọng thăng tiến trong nghề và có nguyện vọng phục
vụ vì lợi ích công cộng.  Người trúng tuyển sẽ theo học một năm tại
một trong những trường đại học hàng đầu ở Hoa Kỳ, trong đó có thực tập
chuyên môn, đi thực tế, tham gia hội nghị và hội thảo về lĩnh vực liên
quan.

Các lĩnh vực ưu tiên

Học bổng Hubert Humphrey 2010-2011 ưu tiên cho ứng viên thuộc các lĩnh
vực sau:

➢	Phát triển Nông nghiệp và nông thôn;

➢	Truyền thông/Báo chí;

➢	Lạm dụng ma túy: Giáo dục, Điều trị và Phòng chống - Ứng viên
trong lĩnh vực này cũng sẽ được tuyển và xếp hạng như ứng viên các
ngành học khác, nhưng phải hoàn thành thêm phần khai dành riêng cho
lĩnh vực này trong hồ sơ dự tuyển;

➢	Kinh tế phát triển;

➢	Tài chính và Ngân hàng;

➢	Quy hoạch, Quản lý và Chính sách Giáo dục;

➢	Chính sách và Phòng chống HIV/AIDS;

➢	Quản lý Nguồn nhân lực;

➢	Luật và Quyền con người;

➢	Tài nguyên/Chính sách môi trường/Biến đổi khí hậu

➢	Chính sách & Quản lý Y tế Công cộng;

➢	Hành chính công và Chính sách Công cộng;

➢	Giảng dạy tiếng Anh (đào tạo giáo viên hoặc xây dựng giáo trình);

➢	Chính sách và Quản lý Công nghệ;

➢	Mua bán Phụ nữ & Trẻ em: Chính sách & Phòng chống;

➢	Quy hoạch Đô thị và khu vực.

Tiêu chuẩn dự tuyển

Để đủ điều kiện tham gia dự tuyển, ứng viên phải có:

➢	tuổi từ 28-45;

➢	ít nhất một bằng đại học chính quy hệ 4 năm hoặc lâu hơn;

➢	ít nhất 5 năm công tác, tính đến tháng 8/2010;

➢	ít hoặc chưa có kinh nghiệm sống ở Hoa Kỳ

➢	khả năng lãnh đạo và đã từng phục vụ vì lợi ích công cộng;

➢	khả năng viết và nói thành thạo tiếng Anh, điểm TOEFL thấp nhất
là 525 (thi trên giấy) hoặc 71 (thi trên internet). Đại sứ quán và
Tổng Lãnh sự quán Hoa Kỳ sẽ tổ chức thi TOEFL nội bộ cho ứng viên hội
đủ các tiêu chuẩn tuyển chọn.

Học bổng này không dành cho những người mới tốt nghiệp đại học, các
giảng viên đại học không ở cương vị quản lý, hoặc những người đã theo
học sau đại học ở Hoa Kỳ từ một năm trở lên trong vòng 7 năm tính đến
tháng 8/2010, hoặc đã từng ở Hoa Kỳ từ 6 tháng trở lên trong vòng 5
năm tính đến tháng 8/2010.

Hỗ trợ tài chính:

Chương trình học bổng Humphrey sẽ cung cấp cho người trúng tuyển các
hỗ trợ tài chính sau:

➢	Vé máy bay khứ hồi quốc tế;

➢	Học phí tại trường đại học;

➢	Bảo hiểm tai nạn/ốm đau;

➢	Phí ăn ở hàng tháng; và

➢	Chi phí mua sách cũng như các hoạt động chuyên môn.

Chương trình học bổng Humphrey sẽ không cung cấp hỗ trợ tài chính cho
những người thân đi theo trong thời gian học tập tại Hoa Kỳ.

Hồ sơ đăng ký dự tuyển

Hạn chót nộp hồ sơ đăng ký dự tuyển: 17h00 ngày 3 tháng 8 năm 2009.
Tất cả các hồ sơ từ tỉnh Quảng Trị ra miền Bắc phải được gửi đến:
Phòng Văn hoá-Thông tin, Đại sứ quán Hoa Kỳ, 7 Láng Hạ, Hà Nội.  Các
hồ sơ từ tỉnh Thừa Thiên-Huế vào miền Nam phải được gửi tới Phòng Văn
hoá-Thông tin, Tổng Lãnh sự quán Hoa Kỳ, Lầu 9, toà nhà Saigon Center,
65 Lê Lợi, quận 1, Tp. Hồ Chí Minh.

Buổi cung cấp thông tin về chương trình học bổng Hubert Humphrey năm
2010-2011 sẽ được tổ chức vào 14h00 ngày 15 tháng 5 năm 2009 tại Phòng
Đa chức năng, Đại sứ quán Hoa Kỳ, tầng 1, toà nhà Rose Garden Tower,
170 Ngọc Khánh, Hà Nội.  Buổi cung cấp thông tin cho các ứng viên Miền
Nam sẽ được tổ chức lúc 14h00 ngày 15 tháng 5 năm 2009 tại Phòng Văn
hoá-Thông tin, Tổng Lãnh sự quán Hoa Kỳ, tầng 9, tòa nhà Saigon
Center, 65 Lê Lợi, Quận 1, TPHCM. Với những người quan tâm ở miền Bắc,
xin vui lòng gọi số máy 04-3850-5000 (máy lẻ 6034) hoặc gửi email đến
pas.culture at gmail.com trước 17h00 ngày 12/5/2009 để đăng ký tham dự
buổi cung cấp thông tin.  Nếu bạn muốn dự buổi cung cấp thông tin tại
Tp. Hồ Chí Minh, xin vui lòng đăng ký qua số 08-821 6400 (máy lẻ 105)
hoặc gửi email đến nguyenlh2 at state.gov trước ngày 13/5/2009.
