China confirms 2nd case of A (H1N1) influenza on mainland

China's Ministry of Health Wednesday [13 May 2009] confirmed a man
who returned from Canada last week has tested positive for the A
(H1N1) influenza.
The case, the 2nd of its kind on the Chinese mainland, involved a
19-year-old student who arrived in Beijing from Canada on [8 May
2009] and traveled to Jinan, provincial capital of Shandong, 3 days
later. He is now "recovering with a normal body temperature," the
health ministry said on its website.
The development came just 2 days after a 30-year-old man was found to
have contracted the virus in Chengdu, Sichuan Province. [The man] is
the 1st confirmed case of A (H1N1) on the Chinese mainland.
[The 2nd case], who studied at a Canadian university, boarded Air
Canada flight AC029, which departed Toronto on [7 May 2009] and
stopped in Vancouver before arriving in Beijing on [8 May 2009]. A
Health Ministry spokesman said [the 2nd case] boarded the flight at
noon on [7 May 2009], but he did not know at which Canadian city.
Airport authorities said his body temperature was normal when he
arrived in Beijing.
He had a fever on [10 May 2009] and developed a sore throat and
headache on [11 May 2009]. He took his temperature himself, and had a
reading of 39 deg C [102.2 deg F], according to the ministry.
[The 2nd case] left Beijing by train D41 on Monday [11 May 2009]
evening for Jinan, the provincial capital of Shandong, and reported
by phone to the Jinan Center for Disease Control and Prevention (CDC)
while on the train. He was later sent to the Jinan Infectious Disease
Hospital for isolation and treatment.
The Jinan CDC and Shandong CDC conducted tests on the virus specimen
of the patient Tuesday [12 May 2009], which showed that he was
"suspected positive" for A (H1N1).
The country's health authorities had begun to trace those in close
contact with [him] during his travels. Passengers from the 32nd to
38th row on flight AC029 on [8 May 2009], and those who traveled on
the 7th carriage of Monday's [11 May 2009] train D41 were required to
report to health authorities as soon as possible, said the statement.

Yunnan provincial health authorities announced yesterday [11 May
2009] that an American living in Kunming has been quarantined at home
after flying on the same Northwest Airlines flight between Tokyo and
Beijing as China's 1st confirmed H1N1 virus case, a 30-year-old man
who flew on to Chengdu, where he is under quarantine.
The quarantined American citizen's name, gender, and age have not
been revealed, nor have any symptoms of H1N1 commonly known as swine
flu been detected by the special team of epidemiologists that has
been dispatched to the quarantined individual's Kunming residence.
The only information provided at this point is that the individual in
question works for an NGO in Kunming.
In related news, it has also being reported that 6 Yunnanese are
under quarantine in Chengdu after flying the same Sichuan Airlines
flight from Beijing to Chengdu as the man who tested positive for the
H1N1 virus.

Hong Kong reports new suspected case of A (H1N1) flu

A man arriving in Hong Kong on Monday [11 May 2009] from the United
States may have been infected with the A (H1N1) flu virus, local
media reported Wednesday [13 May 2009].
Samples taken from the man showed "slightly positive" signs of
infection in preliminary test and the Hong Kong University is doing
further examination. The man is now in a local infectious disease
hospital, Hong Kong's public broadcaster RTHK said.
Hong Kong reported the 1st confirmed case of influenza A (H1N1)
infection on [1 May 2009]. Following the confirmation, local
government ordered the quarantine of the Wanchai Metropark Hotel
where the confirmed patient had briefly stayed.
The man involved in the case was discharged from hospital on [8 May
2009], and quarantine on the hotel ended later the same day.

Viet Nam reports 4 other A (H1N1) suspected cases

The Vietnamese health authorities said 4 travelers who arrived in the
country a few days ago have showed flu-like symptoms, according to
local media on Tuesday [12 May 2009].
A 28-year-old man arriving at the Noi Bai airport from China's Hong
Kong has higher body temperature. He is isolated and suspected of
having the flu A (H1N1) virus.
Another suspected case was a 4-year-old child also arriving at the
airport on Monday [11 May 2009] from Germany with high fever. The
child was transferred to the National Institute of Infectious and
Tropical Diseases for testing, said health officials in Hanoi.
According to health officials in Ho Chi Minh city, 2 children
arriving in Viet Nam from China's Taiwan on [9 May 2009] have
unusually high temperature and are isolated in the No. 1 Children's
Hospital. The test results of these above 4 suspected cases is not
available now.
Viet Nam has confirmed 19 cases out of the 23 suspected ones since
the flu was declared to be epidemic of the 6-phase level by WHO, said
health officials of Viet Nam. [According to WHO, the current level of
pandemic preparedness is still 5 (see WHO Press release dated 29 Apr

In addition, the information that Viet Nam has confirmed 19 cases out
of the 23 suspected ones seems to suggest that Viet Nam has confirmed
H1N1 infection in 19 individuals. To the best of this moderator's
knowledge, Viet Nam has not confirmed any H1N1 infections to WHO to

So far, there have been 74 271 travelers to Viet Nam through the Tan
Son Nhat International Airport, 7365 of them from the epidemic-hit areas.
Viet Nam's health officials had ordered relevant agencies to
strengthen inspection at all border gates to ensure no possible
appearance of the flu in Viet Nam.

Three passengers, who flew into Delhi from Dubai, Bangkok, and
Europe, were quarantined at the Indira Gandhi International Airport
on Tuesday morning [11 May 2009] after they complained of throat
congestion, fever and cough -- symptoms resembling the H1N1 swine flu
infection.
A 25-year-old Swedish woman, who flew in from Bangkok on Tuesday [12
May 2009], was the 1st foreigner isolated in India with H1N1
symptoms. Her throat sample is being tested at NIV (National
Institute of Virology) Pune and NICD (National Institute of
Communicable Disease) Delhi.
Till now, the samples of 40 passengers, including 2 from Pune, who
arrived from flu affected countries have tested negative for
influenza A (H1N1). All of them were Indians.
Thailand on Tuesday [11 May 2009] announced its 1st confirmed cases
of swine flu in 2 people who recently returned from Mexico. The cases
in Thailand also marked the official arrival of swine flu in
Southeast Asia. Other countries in Asia, which have reported cases
include China, Japan, and South Korea.
Meanwhile, India has stopped using mouth thermometer to check body
temperature of suspected passengers and have started using digital
ear thermometers. It not only takes just 3 seconds to record body
temperature but is also risk free. Joint secretary in the health
ministry Vineet Chawdhry told TOI, "We have placed orders to procure
100 such thermometers."
Health secretary Naresh Dayal told TOI, "With mouth thermometers,
there is a risk of the virus being transmitted to healthy passengers
in case medical personnel in the airports fail to diligently
disinfect them after every use. An ear thermometer gives much more
confidence." Ear thermometers measure infrared radiation or heat from
the eardrum.
Screening of passengers coming from affected countries is continuing
in 21 international airports of India. Till date, about 4.2 lakh [420
000] passengers have been screened by 185 doctors and 102 paramedics
deployed to man 71 counters at the 21 airports.
India holds 3 million doses of Tamiflu and will receive an additional
7 million doses by this weekend [16-17 May 2009] from Hetero drugs.
India has till now spent Rs 40 crore [approx. USD 8 million] in
procurement and containment operations against H1N1 flu.
Dayal said, "We have reached a banking agreement with all Indian
pharma companies, under which the generic drug makers will at all
times hold 100 kg stock of the raw material used to make anti-viral
drug Tamiflu. This will ensure that 4-6 million doses of the drug can
be made available to the government by the company within a day's notice."
At present, the domestic availability of Tamiflu stock among generic
drug makers stands at 17 million.

As for the recent situation of influenza A (H1N1) infection in Asia,
there have been 3 cases of influenza A (H1N1) infection confirmed in
China, 2 cases in Thailand, 4 cases in Japan, 3 cases in South Korea,
and 7 cases in Israel (see prior PRO/MBDS postings listed below). No
deaths attributable to influenza A infection have been reported in Asia.
As of 12 May 2009, the global number of H1N1 infection had soared to
over 5000 cases and Spain had recorded 100 cases of infection. 2
cases were confirmed in Thailand (see prior PRO/MBDS posting

and Finland and Cuba have reported their 1st cases of infection in
the country. Those cases had traveled to Mexico prior to illness.
WHO update 27 on the situation of influenza A (H1N1) infection, as of
06:00 GMT, 13 May 2009, mentions that 33 countries have officially
reported 5728 cases of influenza A (H1N1) infection.

Mexico has reported 2059 cases and 56 deaths, and the United States
3009 cases and 3 deaths. Canada has reported 358 cases and one death,
and Costa Rica 8 cases and one death.

with no deaths are: Argentina (1), Australia (1), Austria (1), Brazil
(8), China (3, comprising 1 in China, Hong Kong Special
Administrative Region, and 2 in mainland China), Colombia (6), Cuba
(1), Denmark (1), El Salvador (4), Finland (2), France (13), Germany
(12), Guatemala (3), Ireland (1), Israel (7), Italy (9), Japan (4),
Netherlands (3), New Zealand (7), Norway (2), Panama (29), Poland
(1), Portugal (1), Republic of Korea (3), Spain (98), Sweden (2),
Switzerland (1), Thailand (2), and the United Kingdom (68).
