Unifem Vietnam under the Joint Programme on Gender Equality is looking for a 
International Specialist to conduct a Capacity Assessment for the SMAS of the 
Gender Equality Law and Domestic Violence Law, CP, NA and other concerned 
agencies and line ministries to implement the laws.

Deadline for submissions: Thursday 05:00 PM | 04-Jun-2009

The specific objectives of this consultancy are to:
Assess the proven capacities of all duty bearers to implement, monitor, evaluate 
and report on the two laws;
Identify specific capacity limitations and constraining factors;
Assess the potential for strengthening the capabilities of the local partners to 
successfully implement, monitor, evaluate and report on the two laws’
Recommend realistic means for overcoming the identified capacity limitations and 
constraints with specific reference to the existing capacities, gaps identified 
and potential for strengthening the capacities.

Educational background
Advanced post-graduate university degree in Development Studies, Social Sciences 
or related fields, preferably including Gender Studies.

Experience
A minimum of 5 years relevant working experience in the area of governance and 
gender issues.
Proven experience in conducting national level capacity assessments, with a 
particular focus on government institutions.
Knowledge of relevant gender related policies and Programmes in Viet Nam or 
other Asian countries is an asset.
Work experience in a developing country context is essential.
