three legal research studies - “/*Legal Preparedness for Responding to
Disasters and Communicable Disease Emergencies*/” - are now available on

As a reminder, this 3-fold study was commissioned by the *Regional
Coordination Unit* of the *Asian Development Bank* (ADB) *Greater Mekong
Sub-Region Communicable Disease Control Project* (GMS CDC) with funding
from its *Regional Pooled Fund*, and prepared by the *International
Federation of Red Cross and Red Crescent Societies* (IFRC)
*International Disaster Response Laws, Rules and Principles* (IDRL)
Programme.

These three legal research studies were conducted in Cambodia, Lao PDR
and Vietnam, between, respectively, June 2008 and April 2009, March and
August 2009, and March 2009 and July 2009.

The 3-country study aimed to:

1. Identify gaps and areas of good practice in addressing legal issues
and implementing the key regional and international instruments relevant
to disaster and communicable disease emergencies in each country;

2. Recommend legal and policy measures to minimize legal barriers and
encourage effective national and international responses to disasters
and communicable diseases in each respective country.

The research process involved:
• Legal document collection and analysis against key international and
regional instruments;
• A survey of key stakeholders;
• Consultation meetings with UN, INGOs and governmental officials; and
• Three high-level meeting (one in each country) to discuss the findings
and recommendations of the study with the Governments and other partners.

Following the completion of these three studies, the IFRC, with RCU
support, also organized a “/*First Mekong Regional Forum on Legal
Preparedness & Regional Arrangements for Disaster and Communicable
Diseases Emergencies*/” (15-16 October 2009; Phnom Penh, Cambodia) to
discuss the findings among senior Government, NGO and Red Cross
officials of the six GMS countries and other relevant international and
UN organizations (UNDP, WHO, etc). The report of this event is also

We trust that the findings of these studies, and the subsequent
commitments the respective countries have made afterward, will
significantly enhance the legal preparedness for disasters and
communicable disease emergencies in the respective countries.
