STRENGTHENING CAPACITY FOR SOCIAL WORKERS IN ASSISTING DRUG USERS
Hai Phong, February 16, 2011 - A new project called the 'Improving
Policy and Quality of Community-based Services for Drug Users in Hai
Phong' has been launched today in Hai Phong City.
The four-year project will be implemented by the Hai Phong Department of
Labor, Invalids and Social Affairs and the Hai Phong Department of
Social Evil Prevention with technical support from FHI in Viet Nam. The
US$ 120,000 project is funded by Atlantic Philanthropies
The project aims to build the capacity of staff to assist people who use
drugs to achieve the highest possible standards of health. Hai Phong was
selected as a location for project implementation in order to promote
on-the job training for available officials at communal/ward levels on
social work/case management services for drug users. These officials
have the responsibility to support drug users to access drug treatment
services effectively in the community.
It is thought that there are about 8,000 people who regularly inject
drugs in Hai Phong; of these about 1,800 to 2,000 are administered in 06
Centers. "Hai Phong has led the way in providing evidenced-based
services for drug users", said Mrs. Caroline Francis, Deputy Director of
FHI. "The Hai Phong Government has been early adopters of methadone
along with other health promoting services for drug users. This project
will continue the trend and provide on-the job training for officials on
social work and case management services".
Leaders at all levels and sectors of Hai Phong City and communal/ward
officials in charge of social evil prevention, drug users and their
families have also benefited from the project. In addition, the project
provides opportunities for students who are formally being trained on
social work at universities to practice and gain experience from working
in the community.
"We do hope that this project will provide the local evidence needed to
re-orientate policies and assist us to develop more programs that focus
on providing social services to support drug uses effectively, "
stressed Mrs. Le Thi Dai, Deputy Director of Hai Phong Department of
Labor, Invalids and Social Affairs.
The project 'Improving Policy and Quality of Community-based Services
for Drug Users in Hai Phong' was initiated and implemented in response
to the National Program on Development of Social Work Profession for the
2010-2020 period. The project is supported by the Atlantic
Philanthropies and implemented in partnership between the Ministry of
Labor, Invalids and Social Affairs and other experienced national and
international organizations in Viet Nam. The general purpose of this
support is to build capacity for social workers at communal / ward
levels and to train undergraduate and postgraduate students on social
work in order to make social work become an official profession in Viet
Nam.
