Dear Vern,
I'm designing a recruitment strategy for Medecins sans Frontieres (MSF)/Doctors without Borders. They are considering whether to begin recruiting doctors from Vietnam to staff their international humanitarian missions.
Because they are a medical humanitarian NGO I'm not sure if they should (or I on their behalf) go through the Ministry of Health or through NGO overseeing authorities. I am wondering if you can provide any insight.
My role at this time is only to assess whether to recruit from Vietnam and suggest an appropriate strategy, but I'm not sure which official channels to face first. I'm sorry to inconvenience you again with this. I dont want to post it until I know who has "jurisdiction" and clear the air with them first.
