POSITION: Statistician, FSN-10; FP-5* (steps 5 through 14)

WORK HOURS: Full-time, 40 hours/week
LENGTH OF HIRE: Long term. Actual filling of the position is contingent upon the availability of funds
ANNUAL SALARY: US$56,323.00 (Starting salary for a 40-hour work week) - applicable to:
- U.S. Citizen EFM; and
- At least 18 years old; and
- Listed on travel orders of direct hire Foreign Service, Civil service, or uniformed service members under Chief of Mission authority; and
- Residing at the sponsoring employee’s or uniformed service member’s post of assignment abroad; and
- Does not receive a Foreign Service or Civil service annuity.
US$48,338.00 (Starting salary for a 40-hour work week) - applicable to:
- Non-U.S. Citizen EFM, MOH with SSN number; or
- U.S. Citizen EFM of Agencies or offices, or uniformed service members NOT under Chief of Mission authority; or
- U.S. Citizen EFM who receives a USG retirement annuity or pension from a career in the U.S. Foreign Service or Civil Service; or
- EFM hired under PSA mechanism; and
- Residing at the sponsoring employee’s or uniformed service member’s post of assignment abroad.
US$15,130.75 (U.S. Minimum Wage) - applicable to:
- U.S. Citizen employees who are not EFM, MOH listed above; and
- Not holder of diplomatic passport; and is a local resident; and
- Is subject to the host country employment and tax law; and
- Has the required visa, residency permit and work permit in order to work legally in the host country.
US$16,300.00 (Position Grade: FSN-10- Starting salary) - applicable to:
- A host country national or foreign national, who is not a U.S. citizen, nor a family member, MOH of a direct hire Foreign Service, Civil service, or uniformed service members under Chief of Mission authority; and
- Is subject to the host country employment and tax law.
The Embassy of the United States of America in Hanoi is seeking an individual for employment for the position of Statistician in its Centers for Disease Control and Prevention (CDC).

BASIC FUNCTIONS OF THE POSITION
Incumbent of this position will provide expert technical assistance in compiling selected data and interpreting on-going statistical activities in support of CDC-funded cooperative agreement projects in Vietnam. Incumbent will assist in the development of surveys, studies, and evaluations with specific support in the areas of adequate sample size calculation, sampling schema, data management, and appropriate analysis and interpretation of data collected. Incumbent will document methodologies and procedures used in the compilation and analysis of data, as well as data sources and limitations of estimates and guidelines for their use; assist in the creation/extraction of data sets for analysis and in the programming, execution, presentation and reporting of analyses. Incumbent will also assist in developing data analysis plans in collaboration with non-statistical staff team members with the support of the technical team lead. Incumbent will stay current on the state of the art analytic and research techniques and methodologies and will serve as the technical point of contact for the application of statistical techniques and methods in the processing and analysis of data in the above-described areas. Incumbent will work independently, and as part of a team, to advise on study findings and to recommend strategies based on these findings; also, will assist in the preparation and publication of technical reports and research papers for presentations. Incumbent will be responsible for building these skills in other members of the organization and designated partners through formal and informal teaching and mentoring. Also, must translate technical reports as needed.

QUALIFICATION REQUIREMENTS
NOTE: All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each item.
(1) Masters degree in the field of Statistics, Biostatistics, Medical Statistics or related field is required. (2) Must have at least two years working experience in a supervisory data management, or programming and analysis position in the health field; and in advanced analysis using either SPSS, SAS, STATA or other statistical software is required. (3) Must have in-depth, comprehensive, and evolving knowledge of statistical and mathematical analysis techniques integrated with computer applications is required. Higher mathematical ability with a solid background in statistics and the calculus of probability is also necessary. Knowledge of parametric and non-parametric techniques along with categorical, longitudinal, and repeated cross-sectional data analysis is required to provide needed statistical support. (4) Must have a thorough knowledge of statistical computing software. Ability to assess the requirements of a project and determine the most efficient and timely statistical techniques to achieve these goals is required. (5) Level 4 (Fluent) Speaking/Reading/Writing English is required (this will be tested). Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
