International and National Consultants for the analysis of Baseline Survey for 
Programme 135 Phase 2

Project VIE/02/001 - “Support for Improvement and Implementation of the National 
Targeted Programmes on Poverty Reduction” is seeking consulting services to 
analyze the baseline survey data for the national program on Socio-Economic 
Development of Ethnic Minorities and Mountainous Areas Phase II (Programme 135 
Phase 2 or P135-2) and produce a “baseline situation analysis” report 
accompanied by a baseline data sheet that will provide a basis for P135-2 impact 
evaluation after a follow up survey in 2010.

Consulting services are also needed to propose an approach and methodology for 
how to use the baseline data to contribute to the mid-term review of P135-II and 
the National Targeted Programs for Poverty Reduction, to be undertaken in 2008.
