UNDP Vietnam is looking for following positions:

UNDP Vietnam is looking for the positions: one (01) senior national consultant 
that will play the leading role in conducting the PETS; one (01) international 
consultant that will provide mainly technical backstopping at a distance; two 
(02 national consultants at central level that will work with and report to the 
senior national consultant; The consultant team will carry out the Public 
Expenditures Tracking Survey (PETS) for the NTP-PR and P135-II under a joint 
Mid-term Review Framework.

Project VIE/02/001 - “Support for Improvement and Implementation of the National 
Targeted Programmes on Poverty Reduction (NTP-PR)” is seeking for consultants 
including one team leader and 3 members to develop and carry out the PETS for 
the NTP-PR and P135-II under a joint MTR Framework.

In 2008, the MTR is conducted following the guidance of The Steering Committee 
for NTP-PR in order to: (i) contribute to assessing progress and achievement in 
meeting the objectives and goals stated in the road map; (ii) identify problems 
and propose improvements for the next period of the program; (iii) provide 
evidence and information for the Government on approaches and orientation for 
strategic poverty reduction including targeted programs for poverty reduction in 
the future.

A joint MTR Framework has been developed with commitment and support from 
related national agencies and donors. Under this framework, the PETS on NTP-PR 
and P135-II will be conducted with the overall objective of providing an 
analysis of resource flow from the central level to the final beneficiaries in 
order to help evaluate the programme's economy and efficiency. The study will 
examine issues of budget sources and allocation, expenditure management, 
procurement processes, and transparency.
