Job Description
Deputy National Project Manager

Duty station:  Hanoi, Vietnam

Duration:   12 months with possible extension


PROJECT BACKGROUND

The Project VIE/02/001 is co-funded by UNDP and other donors (DFID and Finland) 
in order to support
the Government of Vietnam in implementing the National Targeted Programmes 
(NTPs) on poverty
reduction and the Programme 135 phase II within the context of macro economic 
reforms and economic
integration. This co-funded project aims to bring about five outputs to enhance 
the effectiveness of the
NTPs as follows:

1. The targeted programmes for poverty reduction are designed in a transparent 
and participatory
manner, are gender-sensitive and take into account the lessons of the evaluation;
2. Efficient and participatory M&E systems at central and local levels 
established to systematically
monitor progress of the targeted programmes on poverty reduction and disseminate 
outputs timely
to the wider public and policy makers for continuously increasing program 
effectiveness;
3. Effective mechanisms for improved targeting and participation are in place 
that enhance the access
of poor men, women and children to and their benefits from the targeted 
programmes;
4. Transparent and participatory budget allocation and financial managements 
systems established
and used for targeted poverty reduction programs; and
5. Improved capacity of responsible programme staffs, including the people 
themselves for more
effective and participatory decentralized local level planning, implementation 
and monitoring of the
targeted programmes for poverty reduction at all levels.

The DNPM will work at MOLISA project office under the direct supervision of the 
National Project
Manager (NPM) and the Deputy National Project Director (D-NPD) assigned by MOLISA.

MAIN FUNCTIONS

The DNPM will assist the NPM in day-to-day management and implementation of 
project activities related
to the Programme NTP-PR, 2006-2010 ensuring that all project planned activities 
will be implemented on
time and with good quality and compliant with UNDP/NEX policies and procedures.

Key responsibilities of the DNPM are as follows:

1. Prepare, monitor and update annual and quarterly project workplans and 
budgets, with
assistance  and supervision of the NPM.
2. Define needs from the government agencies for technical assistance in order 
to draft and finalize
Terms of References (TORs) for consultants (national and international) and 
contractors for
different project activities defined in the annual and quarterly workplans.
3. Prepare project annual and quarterly progress reports based on results of 
project implementation
and advise the NPM on follow-up actions for different issues identified by 
consultants, contractors
and government agencies.
4. Prepare  Annual Project Review/tri-parties review and other regular and 
ad-hoc review meetings
when necessary, in cooperation with and assistance from PM, MOLISA and UNDP.
5. Monitor and support the implementation of project activities by consultants 
or contractors
ensuring timeliness and quality of their outputs;
6. Regularly report to the NPM and D-NPD, and relevant members, if authorized, 
on project
implementation progress, with issues and suggestions when required;

7. Manage project financial system and financial reports ensuring that these are 
in compliance with
NEX guidelines and regulation.
8. On behalf of NPM, be directly responsible for managing all project physical 
resources (e.g. office
equipments, facilities, premises, filling, etc.) and ensure that such equipments 
and facilities
provided by project are regularly maintained in good working conditions.
9. Undertake other tasks required by the NPM.

Reporting line: The DNPM will report directly to the NPM, and only to the DNPD 
and the PMU when
required.

QUALIFICATIONS

  University degree in either economics, agricultural, rural or social sciences
  At least 3 year working experiences in managing of foreign funded projects
  Have a good understanding of and working experiences with governmental systems 
and poverty
reduction in Vietnam.
  Good working experiences in planning, rural development, policies, other 
poverty reduction
programmes ;
  Ability to work in a team and be open for learning,
  Able to travel to poor and mountainous areas and work under high-pressure;
  Proficiency in both spoken and written English skills, communication skills 
and implementation
arrangements.
