Capacity Building Advisors for Management Support to P135-II


The project Technical Assistance Support for Management of Program 135-II is 
implemented by the State Committee for Ethnic Minority Affairs (CEM) in 
collaboration with Niras Finland (consultant company) under agreement between 
the Governments of Vietnam and Finland. The project works to improve the 
management of the Program for Socio-economic Development of Extremely Difficult 
Communes in Ethnic Minority and Mountainous Areas (P135-II) in order to 
alleviate poverty amongst ethnic minorities. The main intervention areas of the 
project are:


    1. Strengthening P135-II management capacity and accountability systems
    2. Strengthening P135-II monitoring and evaluation
    3. Enhancing P135-II information management and experience sharing
    4. Strengthening human resource capacity of P135-II staff and stakeholders


The project is now seeking 4 Vietnamese nationals for the positions of Capacity 
Building Advisors (CBA). The positions are based in Hanoi with frequent travel 
to the project’s 8 partner provinces.

1.    CBA for Public Finance Management and Auditing (PFM)
Main responsibilities include:

     * Support CEM, and other central and local agencies in the implementation 
of P135 financial management systems, and generally support strengthening of 
reliable financial management of P135
     * Act as focal point for project activities to support strengthening of 
P135 investment management, procurement, finance management and auditing, and 
support implementation of these activities by project partners
     * Support State Audit of Vietnam improving the quality and scope of P135 
auditing


2.  CBA for Communication and Information Management (CIM)
Main responsibilities include:

     * Support CEM, and other central agencies and local agencies in the 
implementation of the P135 communication strategy, and generally support 
strengthening of P135 information management and communication


Act as focal point for project activities to support strengthening of P135 
communication, information management and sharing of learning, and support 
implementation of these activities by project partners


3.    Two (2) CBAs for Public Administration and Institutional Development (PA)

Main responsibilities include:

     * Support CEM, central and local agencies to implement the P135 Capacity 
Building component and other initiatives to strengthen decentralized P135 
program management and administrative procedures
     * Act as focal point for project activities to support strengthening of 
P135 program management systems at central and local levels, and support 
implementation of these activities by project partners
     * Facilitate strengthening of mechanisms for co-ordination between central 
agencies engaged in P135 planning, financing, implementation, monitoring and 
auditing
     * In addition, between them, the two CBA-PA positions should cover the 
following specific areas of expertise:
                 + Monitoring and evaluation (M&E): Support implementation of 
the P135 MIS system and strengthening of P135 M&E procedures (including support 
to local and participatory M&E), and assist CEM and its development partners to 
monitor and review progress against the P135 policy matrix / result framework
                 + Participatory program management and implementation (PPM): 
Support implementation and strengthening of P135 systems for application of 
equitable and participatory management approaches, act as liaison to the Ethnic 
Minority Working Group of the VUFO-INGO Resource Center and NGOs in general.
                 + Human resource development and training of Government staff 
at central and local levels (HRD): Provide HRD and training support towards 
strengthening of P135 program management and administrative procedures, and take 
the lead on the part of the project in the development of a common approach to 
HRD and training among P135 TA development partners


Requirements (all positions):

     * Masters degree in a discipline relevant to the above areas of expertise
     * 5 years of professional work experience within relevant areas of expertise
     * Experience in managing TA support to institutional capacity building and 
human resource development needs, preferably related to agencies in ethnic 
minority areas
     * Experience from management of consultant contracts and partner-based 
activity implementation
     * Coaching skills and participatory approach to collaboration with partners
     * Good communication skills in verbal and written English and Vietnamese. 
Knowledge of ethnic minority languages an advantage
