National Consultant to support the development of a ‘Communication Framework for 
the Poor’ under the National Target Programme for Poverty Reduction (NTP-PR) 
2006-2010.

Project VIE/02/001-phase II – ‘Support for the Improvement and Implementation of 
the National Targeted Programmes on Poverty Reduction (NTP-PRs)’ is seeking a 
highly qualified consultant to develop a comprehensive communication framework 
and activity set for the NTP-PR.

The NTP-PR project document outlines the objective of dissemination activities 
as ‘increasing awareness of the entire society about the meaning, importance, 
target and intention…on poverty reduction…’ A key finding from the evaluation of 
the Hunger Eradication and Poverty Reduction Programme (HEPR) in Phase 1 was 
that there is no coherent communication strategy for NTP-PR’s, only various 
tools for communication that are implemented by different agencies involved in 
the programme, with no logical institutional linkages between the executing 
agencies, or with the poor. It was therefore deemed necessary to develop, in a 
consultative manner, a strategy that could underpin and put into place a viable 
framework for communication including systems, methods/tools, content and target 
audience. This was done through the VIE 02/001 Project in 2006 and early 2007. 
However, this strategy needs to be further developed in order to be effective at 
the implementation level. As a result Project VIE 02/001 will support the NTP-PR 
coordination office to develop a comprehensive communication framework and 
activity set for the NTP PR.
