/The post is offered on a 14-month contract; 50% of time based in Hanoi
and 50% of time based in Lao Cai province./



*Who we are?*
Founded in 1942, Oxfam Great Britain made its first grant in Vietnam in
1955, and is now a leading global development and humanitarian
organization. Oxfam GB's programmes in Vietnam range across sectors
including rural livelihoods and infrastructure, basic education,
disaster management, and national level social and economic policy
change. Oxfam GB is a member of Oxfam International.

*The role:*        To be in charge of the implementation and development
of Oxfam Great Britain’s Livelihoods Programme in Lao Cai province,
Vietnam.

*Reports to:*     Livelihoods Programme Officer

*The requirements:*

     * Experience, skills and knowledge in project strategic planning,
       budgeting, implementation and management.
     * Skills and experiences in resource management e.g. personnel,
       finance, assets.
     * Good use of participatory methods and tools e.g. PRA, PPA etc.
     * Competent in organisation of review, evaluation and documentation
       of good practices, lessons and experiences.
     * Track record of working in the field of rural development
       especially in remote and mountainous areas with ethnic minority
       groups.
     * Understanding and experiences of doing policy advocacy and
       developing partnership with commune, district and provincial levels.
     * Knowledge of gender issues and able to mainstream gender into
       project activities.
     * College or university degree, preferably social sciences,
       agriculture, forestry or economics.
     * Capable in written and spoken English.
     * Good computer skills (word, excel, powerpoint, internet explorer,
       email application)
     * Able to travel intensively to programme/project areas on a regular
       basis

*Gross Annual Salary Range*:*            US$ 10,000 – US$ 14,500*
