CASI III program components, August/September 2009

CARE International in Vietnam is designing phase three of the programme Civil
Action for Socio-economic Inclusion (CASI). This phase will address underlying
causes of poverty among ethnic minority groups in mountainous areas of northern
Vietnam focusing on those who are poor, vulnerable and food insecure, in
particular women and girls, who lack economic opportunities, live in remote
areas, face language and literacy barriers and are excluded from decision
making. Through enhancing ethnic minority rights, voice and confidence;
supporting diverse, sustainable and equitable livelihood choices and coping
strategies; building capacity and working with civil society to engage with and
inform relevant policy and institutions the program goal will be: Ethnic
minorities in Northern Vietnam are enabled to determine and realise their own
equitable and sustainable development, with dignity.
The goal will be achieved through five thematic components each addressing the
above areas of change and program goal at multiple levels, including selected
locations in the northern mountains and provincial and national level networking
and collaboration. The components enable in depth analysis and attention to key
identified ethnic minority issues while the program will involve strong
coordination, sharing and learning between the components and with relevant
external actors to ensure coherent results and integration with ongoing ethnic
minority development initiatives in Vietnam.
The five components address the following issues:
1. Strengthening civil society organisations: starting from a clearer
understanding of existing rights and aspirations, this component will mobilise
and strengthen capacity of relevant civil society organisations and networks
which promote ethnic minority voice and social cohesion, challenge exclusion,
monitor policy implementation and engage with official development and policy
decisions.
2. Strengthening ethnic minority rights and voice: addressing fundamental
issues of ethnic minority awareness, confidence, capacity, effectiveness of
indigenous knowledge, participation in decision making and respect of their
culture and identity, this component will empower ethnic minorities to organise
together, analyse and prioritise issues of concern and raise their voice at
relevant levels.
3. Natural resources governance: This component will support community
based natural resource management systems building on indigenous knowledge and
ethnic minority aspirations to enable effective participation of ethnic
minorities in decision making on access and rights to use and manage sufficient
and productive land and forests. The component will pilot and demonstrate
innovative and participatory community based approaches to forest and land use
planning, payments for environmental services and other multiple benefit
interventions combining economic production from forest resources, sustainable
environmental and watershed protection and land and food security.
4. Access to sustainable services for economic development: this
component will promote ethnic minority rights and ownership over their
development through facilitating effective access to sustainable, locally
available and demand responsive service delivery systems by ethnic minority
groups for improved economic development, social protection and food security.
Specific economic and livelihood opportunities will be identified and supported
through a value chain approach building on indigenous knowledge and
environmentally sustainable practices.
5. Enhancing capacity to cope with disasters and climate change:
Implementation teams of all CASI III components and other civil society
organisations will gain capacity to reduce vulnerabilities and integrate
disaster risk reduction and adaptation to climate change into community based
development plans and actions in the northern mountains.
All the above components incorporate systematic analysis, monitoring, collection
and dissemination of evidence, and development of linkages with related civil
society and government actors and networks at all levels. This will enable the
program to promote successful methods for adoption into broader existing
programs and to inform national and local program development and policy
processes on ethnic minority concerns, aspirations and rights arising from
program experiences.
CARE is working in partnership with five Vietnamese NGOs and local collaborating
organisations to design and develop the components through a participatory
process. The teams however require support in documentation of the final design.
The program team are seeking up to 5 consultants to support proposal development
and writing of the different component documents during August to September 2009
building on the design and information already prepared.
