Food Security Baseline Survey Consultant
(Dak Chueng District, Sekong Province)

This project is funded by the European Union
 
CARE International in Lao PDR is seeking applications for a consultant as follows: 
 
Project Background
The Dak Chueng Food Security Project will run for 45 Months with core field activities to commence in the up-coming dry season.  The baseline survey for the project will be the first major activity for the new project. (CARE has an on-going livelihoods project in Sekong Province so has institutional knowledge of the target area).
 
CARE Laos is operating in Laos since 1992 and is line-managed through CARE Australia. CARE works wherever there is a need and wherever we can assist. CARE currently has about 130 staff members in 5 offices across Laos PDR.
 
Person Specifications
At least 5 years experience in development and/or humanitarian response programming, with a focus on SE Asia preferable.
Post graduate qualifications or equivalent experience in livelihood/ food security programming.
Experience in designing and implementing baseline surveys.
Demonstrated experience in gender mainstreaming and analysis
Excellent written and spoken English language skills. 
Experience in Lao PDR and Lao language skills are preferred.
 
Expected Outputs
Identify/organize consultant team requirements
Design baseline survey correlated with the project log frame in consultation with Care staff in light of the following: Evidence based approaches to carrying out participatory baseline survey for rural communities, Literature review – Laos/general, inc.; Project proposal; Consultation with Care partners ; Care mainstreaming focuses; etc.
Documentation of the survey in English and Laos
Provide data collection and analysis training to survey teams
Facilitate the data collection, data entry, and analysis of data with key staff, which will include establishment of household poverty listings.
Present initial findings in Sekong at a workshop including CARE  and relevant stakeholders
Debrief with Provincial Programme Coordinator and Assistant Country Director (Programmes) – including discussion of a draft report
Produce final report in plain English (which will be distributed by CARE to relevant stakeholders). It will include following:
 
o        Executive summary
o        Introduction (including details of all participants involved)
o        Methodology (to a detail which will enable replication during evaluation stages)
o        Results
o        Discussion
o        Recommendations
o        Conclusion
 
Timeframe:
The baseline survey will take place during October and November 2010.  All work to be completed by the end of 2010.
