<p class="MsoNormal">ND - Tại số nhà 34, đường Tô Hiến Thành, khu phố 2, thị
trấn Liên Nghĩa, huyện Ðức Trọng (Lâm Ðồng) lúc nào cũng rộn ràng tiếng trẻ
thơ ca hát, vui chơi, ngôi nhà là nơi hội tụ của nhóm trẻ Vành Khuyên cũng
như HTX Vươn Lên gồm 30 thành viên toàn là nữ khuyết tật bẩm sinh đang chung
sống, học nghề để chuẩn bị hành trang bước vào cuộc sống tự lập, giảm bớt
gánh nặng cho gia đình và xã hội..., cảm nhận được một không gian sống chan
chứa tình người. </p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Nhóm trẻ gia đình mang tên Vành Khuyên do chị Ðèo Nàng
Quynh (người dân tộc thiểu số Thái Trắng) thành lập và quản lý 13 năm nay.
Hơn thế nữa, từ năm 2006, bà con trong vùng ngày càng quen thuộc hình ảnh của
chị - một phụ nữ tuổi gần 60, thỉnh thoảng rong ruổi khắp mọi ngả đường bằng
chiếc xe máy bốn bánh đến liên hệ với các cơ quan, đơn vị, nhà hảo tâm tìm
nguồn tài trợ giúp đỡ những cảnh đời thiểu năng bất hạnh, góp phần xua tan
nỗi mặc cảm đè nặng bản thân, giúp họ hòa nhập cộng đồng.</p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Chị Quynh sinh năm 1951, bị liệt chân phải sau một cơn sốt
kéo dài lúc chưa tròn 5 tháng, để lại di chứng teo cơ hoàn toàn chân phải.
Mười hai tuổi, chị được cha mẹ đưa đi điều trị ở hầu hết các bệnh viện lớn
của Sài Gòn những năm 1962 đến 1967, ba lần đại phẫu tạo dựng cơ bắp, song y
học cũng bó tay, đành chấp nhận tật nguyền ngay tại thời niên thiếu. Vậy mà
chị đã đứng dậy, quyết không đầu hàng và phó mặc số phận. Tháng năm dai dẳng
nằm ở bệnh viện, khỏe lúc nào là chị trườn ra khuôn viên, hành lang tập
luyện thể lực, chập chững từng bước chân đến khi tự mình di chuyển không cần
trợ giúp của người thân. Mặt khác, chị kiên nhẫn tự học bằng sách vở, tài
liệu cha mẹ, bạn bè mua tặng. Ngày thi tốt nghiệp chuyển cấp, chị năn nỉ gia
đình xin đăng ký, chở đến trường thi, tự tin làm bài, lần lượt trải qua các
bậc đệ nhất, đệ nhị, tú tài (hệ thống giáo dục trước kia), rồi học Trung học
ngân hàng. Khi đất nước giải phóng, chị tham gia công tác tại Ngân hàng Nông
nghiệp huyện Ðức Trọng từ năm 1975 đến 1992. Trở về nhà, có chuyên môn nghiệp
vụ tài chính và lòng yêu quý trẻ thơ, năm 1997 chị xin mở nhóm trẻ gia đình,
với tâm niệm vừa giúp đỡ những đôi vợ chồng neo đơn có điều kiện lao động sản
xuất, vừa tạo việc làm cho một bộ phận giáo viên mầm non mới ra trường trang
trải cuộc sống. Bằng tấm lòng nhân hậu, chị chỉ thu tiền ở mức độ hết sức
khiêm tốn, chủ yếu đủ trả lương cho cô giáo và chi phí ăn uống, bồi dưỡng cho
các cháu; còn về phần mình, chị lấy đó làm niềm vui vì được góp sức nhỏ nhoi
cho cộng đồng. Thời gian nhàn rỗi, chị cùng chồng tranh thủ chăm sóc vườn
cây, tăng gia sản xuất để một mặt phát triển kinh tế gia đình, mặt khác bổ
sung nguồn rau tươi bảo đảm an toàn để một mặt phát triển kinh tế gia đình,
mặt khác bổ sung nguồn rau tươi bảo đảm an toàn phục vụ bữa ăn trưa thường
xuyên cho hơn 100 cháu nhỏ, hạn chế tối đa mức đóng tiền đối với
các gia đình hoàn cảnh khó khăn. Thấu hiểu nổi mất mát, khổ hạnh của những
mảnh đời sinh ra bị khuyết tật, chị bỏ tiền đi đến nhiều địa phương học hỏi
mô hình, kinh nghiệm, sau đó về nghiên cứu thêm tài liệu, sách báo, mạng
in-tơ-nét và xây dựng phương án xin các cơ quan chức năng cho phép thành lập
Hợp tác xã (HTX) Vươn Lên, với mục đích tạo cơ hội học nghề, mở rộng giao
lưu, qua đó khích lệ, động viên người khuyết tật, phấn đấu trở thành những
công dân có ích cho xã hội. Từ chỗ sáu xã viên năm 2008, đến nay thu hút 30
người cần mẫn gia công đan thêu, may mặc, trong đó không ít thành viên qua
thời gian học nghề, thao tác tại cơ sở nay đủ khả năng mở tiệm tại gia, để ổn

tuổi - cả hai đều tật nguyền đôi chân; hoặc các chị Quảng Ngọc Thạch, Nguyễn
Thị Hồng Hạnh không chỉ tạo thu nhập cho bản thân, hỗ trợ gia đình mà còn là
trụ cột, nhân tố có tác động tích cực cho HTX Vươn Lên không ngừng phát
triển. Chị luôn tuyên truyền, giáo dục chị em trong HTX Vươn Lên do chị làm
chủ nhiệm, thấm nhuần sâu sắc lời dạy của Bác Hồ kính yêu "tàn
nhưng không phế", khẳng định vị trí của người khuyết tật trong cộng đồng
xã hội. Thật cảm phục, trân trọng mỗi khi nhìn hình ảnh chị trên chiếc xe máy
"đặc chủng" thận trọng giảm ga, dừng lại ở những địa chỉ thân
thuộc, thăm hỏi, động viên các cảnh đời bất hạnh, trao tặng vài món quà chắt
góp từ thu nhập sản phẩm nông nghiệp của mình, tuy giá trị vật chất không
nhiều nhưng đậm nghĩa tình. Giữa không khí tấp nập, náo nhiệt của phố núi Tây
Nguyên những ngày đầu Xuân Canh Dần, một tin vui lại đến với nhiều người
khuyết tật khác, đó là HTX Vươn Lên đang khẩn trương mở lớp dạy nghề điện tử
cho 20 anh chị em có nhu cầu học nghề, nguồn kinh phí được Nhà nước trang cấp
một phần và có sự hỗ trợ của các cơ quan, doanh nghiệp trên địa bàn huyện do chị
vận động quyên góp. Do có nhiều thành tích xuất sắc trong hoạt động xã hội,
chị đã được các cấp, các ngành nhiều lần biểu dương khen thưởng và chọn đi
báo cáo điển hình vượt khó làm giàu, hoạt động từ thiện tại các hội nghị
chuyên đề của huyện, tỉnh.</p>

<p class="MsoNormal">Giàu nghị lực, bản lĩnh, sống bằng cái tâm trong sáng,
nhiệt huyết với cộng đồng xã hội, chị Quynh là tấm gương tiêu biểu giữa đời
thường, từng ngày mang lại niềm vui cho những cảnh đời bất hạnh, khích lệ họ
vươn lên.</p>

<p>Chương trình hỗ trợ năng lực cho sáng kiến xã hội “Tia sáng” là một chương trình được đồng sáng lập bởi Tổ chức Phát triển Hà Lan SNV, Trung tâm Nghiên cứu Phát triển hỗ trợ cộng đồng CECODES, PACT và Trung tâm Phát triển Nông thôn Bền vững (SRD Việt Nam). Chương trình ra đời nhằm hỗ trợ năng lực cho các tổ chức và cá nhân có mong muốn nhân rộng các giải pháp và mô hình kinh doanh sáng tạo hướng đến giải quyết các vấn đề đói nghèo và xã hội được quan tâm tại địa phương như tạo thu nhập, việc làm, y tế, giáo dục, văn hóa, môi trường. <br>
<br>Chương trình hỗ trợ dưới những hình thức sau đây:<br>• Xây dựng năng lực và tư vấn chuyên môn theo nhu cầu trong các lĩnh vực như kỹ năng lãnh đạo, quản lý doanh nghiệp, phát triển kỹ năng quản lý tài chính.<br>• Hỗ trợ một phần kinh phí hoạt động ban đầu lên đến 800 triệu VND (chủ yếu cho các nhu cầu phát triển năng lực) để có thể nhân rộng mô hình.<br>
• Kết nối ứng cử viên với các đơn vị cung cấp dịch vụ nâng cao năng lực và các nhà đầu tư tiềm năng. <br>• Kết nối các đề xuất tốt với các nhà đầu tư xã hội quốc tế.<br>Các tổ chức và cá nhân hoạt động vì lợi nhuận hoặc phi lợi nhuận, thuộc khối tư nhân hay xã hội dân sự có thể tham gia Chương trình này bằng cách điền thông tin vào Hồ sơ đăng ký dưới đây:</p>

<p>“SPARK” is an initiative co-founded by the SNV Netherlands Development Organisation, the Vietnam Center for Community Support Development Studies (CECODES), PACT (USA) and the Center for Sustainable Rural Development (SRD Vietnam). <br>
<br>The initiative is designed to help build the capacities of organisations and individuals who wish to scale up innovative business solutions/models that have successfully addressed poverty-related issues such as employment creation, income generation, heath care, education, culture, and the environment.<br>
<br>‘Spark’ offers the following support:<br>• Tailor-made capacity building and expert advice (e.g. leadership, business management, technical, financial skill building).<br>• Operational seed funding, mainly for capacity development needs, of up to VND 800,000,000 for upscaling. <br>
