Internet regulation: media enquiries

Ideas:
	- Most (what percentage?) of illegal hacking is done by
	  employees and ex-employees of the hacked organizations.
	- Any network can be hacked.
	- The open nature of the internet, and of much of the software
	  that runs on internet sites, means that most security holes
	  are able to be scrutinized, publicized and addressed by 
	  a very large, world-wide group of professionals.
