Chris Bigum wrote various things about the composition of the NISC.

I think you should note the composition of the Council and who's 
chairing it, and what it's going to do.  Under those circumstances, I'm
not surprised that link is not represented.  We're not the sort of people
that the PM wanted on it.

Which is not to say that we can't lobby the people who are on NISC
about matters that we regard as important.  I'll bet that we could come up
with half a dozen e-mail addresses for Council members if we tried.

As for the comment on librarians, it's valid.  The IT community has
hijacked the term "information" and it's up to us to work hard to get a slice
of it back.
