Access for Non-profit organisations?

Hi linkers,
	I have been approched by a non-profit organisation, about the possiblity of 
providing internet access (The are currently utilizing a service provider) but 
are unsatisfied with the service they are receiving.  As the ANU dosn't allow 
for this type of service (at least it dosn't appear to be going to allow it - 
from the draft policy documents)  Is there any organisation, etc that 
would/could provide for connection?
