It may well follow that the commercial providers will do what the govt and
semi-govt bodies have not seen fit to do. It is quite possible that this
will follow the same rollout as the narrowband services as it would appear
that the narrowband services are being used as a guide to acceptance of the
technology, and as an indication of which will be the more viable regions to
connect up.
