Gas utility companies for telecom access?

It must be in the "ether"net. :-)  Take a look at the front page of the
AGE today re United Electric offering a phone service with AAPT.  It
appears to be experimental and Melbourne suburb based, but if
privitisation of these utilities continues, they are going to be looking
for profit opportunities and leveraging their installed paths/egress.
