Strange e-mail experience

Can one of you ISPs explain this:

I just logged onto ozemail to send/receive mail (a dialup) using Eudora
Lite, with Send Mail in the menu.

It logged on, I signed up, and then it told me the server wasn't available.

So I asked to "Check Mail" and it found the server, and delivered me 4 posts.

Then I tried Send Mail again, and it sent off the three I had in the
out-basket without problems.

But then instantly switched to Check Mail again (automatically, as it
should) and found another 28 pieces of mail to download.

Everything here is normal when ozemail is overloaded, except for the
peculiarily of sending me only four, when it obviously had another 28 in
store.

How could this come about?

It just made me realise how much we must trust these systems to deliver all
the mail.
