There is an option not mentioned here.  A complete set of pages (html, gif,
jpg) can be encapsulated in an archive as one file and expanded at the
other end for viewing.  The typical formats are .tar (unix) .sit (mac) .zip
(windoze).  On the Mac and no doubt the othere there are utilities to
expand them back to the original files and directory structure leaving them
readable via any web  browser locallly.
