Who regulates Internet satellite service via Kuwait?

The remote location still requires a phone line and modem, so why pay
additional charges for a service (Internet access, plus dish, plus card,
plus, plus) when the real problem is the call cost (timed) and NOT the
access speed? 
It is actually amazing to see the speeds achievable over the PSTN.

Forget the dual systems, they really only appear to add costs and
additional cost does not seem to be a way of reducing access costs,
technology is catching up and who really needs wire based technology anyway.

With all the pages being tramsmitted, you still need to que the page
(locally via the slow speed link and browser, running slow?) and wait for
the delivery, regardless of the delivery speed.

Maybe technology overruns itself too fast, after all, what ever happened to
the "fantastic" CT-3 Wireless loop technology that was going to "carry us
into the next century"? - strictly an in-house cordless access technology
these days.
