Definition of "telecommuncations"

I finally found the reference I was looking for. It is in KT Livingston's
"The Wired Nation Continent".
It says, the term telecommunications [only] "began to be widely used after
an international convention in Madrid in 1932 when two predecessor
international organisations united to form the International
Telecommunications Union (ITU).
He points out that the OED definition also could apply the term to
broadcasting -- but that common usage excludes this.
The early '19th Century parlance' does include telephony and telegraphy.
