It gets worse.  Have a look at the following site documenting a Georgia
statute which makes it illegal to link to another site without the
permission of the linkee.  It is thought that California may follow suit.

The ACLU, joined by Electronic Frontiers Georgia and others, filed a suit on
September 24 against this law.  The case is ongoing.
