David Kennedy said to me....

"The new legislation provides protection from timed local calls to
residential consumers and charitable groups"

HOWEVER

Businesses may be optionally charged timed local calls for voice
and WILL be charged timed local calls for NON-VOICE...

read non-voice very carefully... it may mean more than modem or fax.
